The Commission has<br \/>\nregistered the same as Complaint No. CIC\/SG\/C\/2010\/000334.\n<\/p>\n<p>Decision:\n<\/p>\n<p>Complaint is allowed.\n<\/p>\n<p>The Ordinance of Internal Assessment and the rules therein would fall under the<br \/>\nfollowing categories of information defined under Section 4(1)(b) of the Right to<br \/>\nInformation Act &#8211;\n<\/p>\n<blockquote><p>       (iii) the procedure followed in the decision making process, including<br \/>\n       channels of supervision and accountability&#8217;-\n<\/p><\/blockquote>\n<blockquote><p>       (iv) the norms set by it for the discharge of its functions;\n<\/p><\/blockquote>\n<blockquote><p>       (v) the rules, regulations, instructions, manuals and records, held by it or<br \/>\n       under its control or used by its employees for discharging its functions;\n<\/p><\/blockquote>\n<p>Therefore, the Ordinance of Internal Assessment and the rules therein should be<br \/>\nreadily available in the public domain and particularly to students of the University of<br \/>\nDelhi. Since each person does not have access to Internet, this Ordinance and Rules<br \/>\nshould not only be available on the website of the University but also at various<br \/>\nplaces in the University\/college campuses. The Commission under the powers given<br \/>\nto it under section 25 (5) of the RTI Act recommends the following:\n<\/p>\n<p>I.      The contents of Ordinance VIII-E of the University of Delhi must be<br \/>\ninscribed\/painted etc. on a sign board which shall not be less than 4ft x 10ft in<br \/>\ndimension, to be installed at the following locations having maximum visibility, under<br \/>\nSection (4) of the RTI act 2005, as it affects a large number of students of the<br \/>\nUniversity of Delhi:\n<\/p>\n<p><span class=\"hidden_text\">                                                                            Page 1 of 3<\/span><\/p>\n<blockquote><p>        (a) All post graduate departments\/centers which are covered under the said<br \/>\n       Ordinance -installed preferably near the office of the Dean\/Principal or at the<br \/>\n       entrance of their respective libraries.\n<\/p><\/blockquote>\n<blockquote><p>       (b) All central libraries of the University, which serve courses\/departments<br \/>\n       which are covered under the said ordinance.\n<\/p><\/blockquote>\n<blockquote><p>       (c) Office of the Dean (Examinations), preferably near the window counters<br \/>\n       dealing with students.\n<\/p><\/blockquote>\n<blockquote><p>       (d) All undergraduate colleges, preferably near the Principal&#8217;s office or<br \/>\n       entrance of their respective libraries.\n<\/p><\/blockquote>\n<p>The sign boards will remain in place and maintained by the head of the public<br \/>\nauthority\/ head of institution\/department, so long as the said ordinance is in force. The<br \/>\nsign board should also display the following information:\n<\/p>\n<p>i)    Suggestions and feedback maybe sent to Dean (Examinations) at<br \/>\ndean_exam@du.ac.in&#8221;\n<\/p>\n<p>ii)   Contact details of the college Monitoring Committee for internal assessment.\n<\/p>\n<p>II.     a)     Hard copies of Ordinance VIII-E of the University of Delhi and<br \/>\nexcerpts of Ordinance VII.2.(9)(a)(i) of the University of Delhi and consolidated<br \/>\norders\/information booklets\/notifications\/any other documents with respect to the said<br \/>\nordinance will be placed in the libraries of all undergraduate colleges and post<br \/>\ngraduate departments\/centers, including all central libraries of the university.\n<\/p>\n<p> b)      Sign board measuring not less than 1.5ft x 1 ft, should be displayed at a<br \/>\nprominent location, preferably at the entrance of the libraries, notifying the<br \/>\navailability of these documents and their exact location.\n<\/p>\n<p> c)     The board will also mention the exact link\/URL to the page on the website of<br \/>\nthe University\/college where the said information is available.\n<\/p>\n<p>This will be maintained by the head of the public authority\/ head of<br \/>\ninstitution\/department or the officers so directed by them in writing, so long as the<br \/>\nsaid ordinance is in force.\n<\/p>\n<p>Furthermore, to ensure better implementation of the Right to Information Act you are<br \/>\ndirected to ensure the following:\n<\/p>\n<p>a)       A sign board shall be installed, mentioning the Name(s), designation(s),<br \/>\ncontact details including the office address\/room number, availability hours and<br \/>\ntelephone numbers of the Central Public Information Officer(s), Central Assistant<br \/>\nPublic Information Officer(s) and First Appellate Authority, as the case may be, who<br \/>\nhave been notified under the RTI Act 2005. (In case of a change of PIO or Appellate<br \/>\nAuthority, the sign board will be updated within ten days of the said change.)<\/p>\n<p><span class=\"hidden_text\">                                                                             Page 2 of 3<\/span>\n<\/p>\n<p> b)      Information regarding the requisite fees to be paid under various provisions<br \/>\nof the RTI Act 2005, modes of payment and the office where such fee will be<br \/>\naccepted.\n<\/p>\n<p>c)       Information about the Section 4 Information Handbook\/manuals; its location<br \/>\nand time when it can be accessed should be also mentioned on the board. The exact<br \/>\nlink\/URL to the page on the website of the college\/ department where the information<br \/>\nhandbook can be viewed will also be mentioned. No acronym\/abbreviation should be<br \/>\nused.\n<\/p>\n<p>d)       This sign board shall be made both in English and Hindi and shall be<br \/>\ninstalled at a location having maximum public view.\n<\/p>\n<p>This will be maintained by the head of the public authority\/ head of<br \/>\ninstitution\/department as the case may be, or the officers so directed by them in<br \/>\nwriting, so long as the RTI act is in force. This will be applicable to the following<\/p>\n<p> i)     All post graduate departments\/centers. (Installed preferably near the office of<br \/>\n        the Dean\/Principal or at the entrance of their respective libraries.)\n<\/p>\n<p> ii)    All central libraries of the University.\n<\/p>\n<p> iii)   Office of the Dean (examinations), preferably near the window counters<br \/>\n        dealing with students.\n<\/p>\n<p> iv)    All undergraduate colleges, preferably near the Principal&#8217;s office or entrance<br \/>\n        of their respective libraries or a place having maximum public view.\n<\/p>\n<p> v)     All other non- administrative and administrative units and offices of the<br \/>\n        University of Delhi which are not mentioned above.\n<\/p>\n<p>The afore-mentioned information should be made available as directed above before<br \/>\n16 April 2010. You are requested to take appropriate steps to ensure that the required<br \/>\ninformation i.e. the consolidated list of all the orders\/ information booklets\/<br \/>\nnotifications\/any other documents issued with respect to the said Ordinance is sent by<br \/>\nthe custodian of the records (such as the Dean (Examinations)) to all<br \/>\ncolleges\/departments\/libraries etc. as mentioned above within a reasonable time to<br \/>\nensure compliance of this direction.
