The sought information was denied as claimed exempted under Section 8(1)(e) of The Act.\n   2. The information sought most essential by the Appellant in larger Public Interest applying the\n      principle of severability was sought as-\"Blood Group, Weight, Thumb Impression or mark of\n      Identification if any etc\" and a request to have an explanation as to what is meant by \"Larger\n      Public Interest\".\n\nOrder of the First Appellate Authority:\nNote: The Appellant initially sent a letter to Ex Appellate Authority as provided in the PIO Reply to\nAppellant's RTI later Appeal was filed by the Appellant before Appellate Authority (Prof &amp; Head of\nRadiotherapy)\nThe FAA concurred with the findings of the CPIO that the Information sought was under exemption in the\nlight of provisions of Section 8(1)(e)&amp;(j).\n\nGrounds for Second Appeal:\n   1. The Appellant alleges that FAA disposed the appeal without application of mind.\n   2. The Appellant claims larger public interest is involved in the information sought by Appellant.\n Relevant Facts<\/pre>\n<p> emerging during Hearing:\n<\/p>\n<p>The following were present<br \/>\nAppellant: Absent;\n<\/p>\n<p>Respondent: Prof. P. K. Julka, PIO &amp; Prof. Radiotherapy;\n<\/p>\n<p>        The Appellant has sought the information about the medical records of a patient Mr. Parmanand.<br \/>\nInformation about the medical details of a patient is held by a doctor in a fiduciary relationship. In view of<br \/>\nthis the PIO has claimed exemption from disclosure of information.
