Kindly inform the RTI applicant as to what was the content of the Memo No. 799 dt. 15-06-2009 issued by<br \/>\n     the Dy Director (Education) West A to the management \/ Principal, Cambridge Foundation School, Rajouri Garden,<br \/>\n     New Delhi -110027. Kindly also provide the certified copy of the above mentioned memo in support of your<br \/>\n     reply\/information.\n<\/p>\n<p>     2.      Kindly inform the RTI applicant as to what was the cause of action that necessitated the Dy Director<br \/>\n             (Education), West &#8211; 4 to issued te above mentioned memo? Kindly provide the documentary proof in support<br \/>\n             of the information that you provide.\n<\/p>\n<p>     3.      Has the school yet replied to the above mentioned memo issued by the Dy Director (Education West &#8211; A? if<br \/>\n             yes, kindly provide copy of the reply furnished by the school.\n<\/p>\n<p>     4.      If no, what action has the Dy Director (Education), West &#8211; A taken against the school? Kindly provide<br \/>\n             documentary evidences such as note sheets\/further correspondences\/further memos issued, if<br \/>\n             any\/directions\/order issued if any to the school authority in support of the information that you provide.\n<\/p>\n<p>     5.      Does Cambridge Foundation School, Rajouri Garden, New Delhi have any Parents Teacher Association?\n<\/p>\n<p>     6.      Since when it is existing? Kindly give sufficient documentary evidence to show that parent&#8217;s teachers<br \/>\n             association is existing since the last five (5) years.\n<\/p>\n<p>     7.      When was the PTA, last formed in Cambridge Foundation School? Kindly provide sufficient documentary<br \/>\n             evidences in support of the information that you provide such as notice of election, list of parents (with name,<br \/>\n             class of their words) officers in charge of election, copy of the documents that the officer &amp; other members<br \/>\n             generated &amp; single in support of the last election held.\n<\/p>\n<p>     8.      Kindly provide the RTAI applicant with the complete list of members &amp; office bearer together with their<br \/>\n             posts held in the PTA last formed.\n<\/p>\n<p>     9.      Is the election\/information of PTA in Cambridge Foundation School, Rajouri Garden, New Delhi in<br \/>\n             accordance with the DSEA Rule 44 regarding formation of PTA? Yes or no.\n<\/p>\n<p>     10.     If no, kindly inform the RTI Applicant of the actions taken to this effect along with documentary evidence.\n<\/p>\n<p>     11.     Kindly provide the names, designation, their present place of posting, cell number who are directly or<br \/>\n             indirectly responsible &amp; answerable to the Government &amp; to public regarding compliance of DSEA Rule 44<br \/>\n             formation of PTA in Campridge Foundation School, Rajouri Garden, New Delhi -110027.\n<\/p>\n<p><span class=\"hidden_text\">                                                                                                                Page 1 of 3<\/span><\/p>\n<p> 12.      Most important:- it is the opinion of the public that violation of DSEA Rule 44 merely due to connivance of<br \/>\n         the officers concerned due to personal gains please give your opinion in accordance with Para &#8211; 1 of Chapter<br \/>\n         1 Section 2(F) of the RTI,\n<\/p>\n<p>13.      Kindly proved certified copies of all the relevant order sheet\/note sheet\/evidences collected (if<br \/>\n         any)\/documents in support of the information being provided under this application, please inform the<br \/>\n         undersigned as phone No. 09313058600 or your email to me at email reach2vipul@gmail.com about query or<br \/>\n         cost if any, for providing photocopies in support of your reply. Also kindly inform as to where these charges<br \/>\n         are to be deposited, in advance, to avoid any unnecessary delay in reply. Any delay due to not providing<br \/>\n         proper information to this effect shall be to your account. Kindly issue necessary requisite order to deposit<br \/>\n         such amount in advance.\n<\/p>\n<p>14.      Provide for which information sought: 01-04-2005 to till date.\n<\/p>\n<p>The PIO replied:\n<\/p>\n<p>       With reference to your RTI application I.D. 1846 dated 28.8.10 the point-wise reply is as follows:<br \/>\nPoint No.      5 (a)(B) Certified copy enclosed at Annexure I.\n<\/p>\n<pre>Point No.      5(c) Yes, Copy enclosed at Annexure II\nPoint No.      5(d) N.A.\nPoint No.      5(e,j,h) Copy enclosed Annexure III\nPoint No.      5(f) No such record is maintained at District Level.\nPoint No.      5(i) Query raised.\nPoint No.      5(j) Copy enclosed Annexure IV\nPoint No.      5(k,l),' Lacks clarity.\n\nGrounds for the First Appeal:\n      Appellant is not satisfied with the PIO's reply.\n\nOrder of the First Appellate Authority (FAA):\n<\/pre>\n<p>         &#8220;A letter was sent to the PIO for comments and the PIO in his comments placed on record has stated that the<br \/>\nsaid school is a recognized school and does not fall under the ambit of RTI Act-2005 as the school is not a public<br \/>\nauthority. Whatever information was received under the provisions of Rule 180 of DSEA &amp; R 1973 and available<br \/>\nwith the PIO was provided to the appellant. The PIO further stated that appellant has raised irrelevant and vague<br \/>\nissues in his appeal while using derogatory words\/phrases like manipulating, fabricating for the reply supplied to him.\n<\/p>\n<p>         After going through the application, appeal and the reply of the PlO, I am of the view that the reply of PIO is<br \/>\nappropriate; hence no further directions to the PlO are required&#8221;.\n<\/p>\n<p>Grounds for the Second Appeal:\n<\/p>\n<p>      The appellant is not satisfied with the PIO&#8217;s reply and FAA order.\n<\/p>\n<p>Relevant Facts emerging during Hearing:\n<\/p>\n<p>The following were present<br \/>\nAppellant: Absent;\n<\/p>\n<p>Respondent: Dr. K.
