Cell for which application had been transferred to the respective PIOs for<br \/>\nproviding information to the appellant (who did not appear to present his case), the appeal was<br \/>\ndisposed of.\n<\/p>\n<p>Grounds for the Second Appeal:\n<\/p>\n<p>Unsatisfactory information provided by the PIO.\n<\/p>\n<p>Relevant Facts emerging during Hearing:\n<\/p>\n<p>The following were present<br \/>\nAppellant : Mr. R. D. Sharma;\n<\/p>\n<p>Respondent : Mr. Ram Chander, APIO on behalf of Mr. R. K. Parashar, PIO &amp; AC (Central);\n<\/p>\n<blockquote><p>              Mr. Raj Kumar, Suptd. representing Mr. Amiya Chandra, PIO &amp; OSD(RP Cell);<br \/>\n              Mr. Z. D. Sharma, PIO &amp; AC (South), Green Park, Delhi; Mr. R. K. Bhargava,<br \/>\n              UDC( South), Green Park;\n<\/p><\/blockquote>\n<p>No information appears to have been provided on queries 4, 6, 7, 9, &amp; 10.<br \/>\n1-     On query-4 the four officers present cannot make up their mind as to who should give the<br \/>\n       information on Remission\/Rebates sanctioned to each of the contractors. Mr. Raj Kumar<br \/>\n       however states that he will provide this information to the appellant now.\n<\/p>\n<p><span class=\"hidden_text\">                                                                                    Page 2 of 3<\/span><\/p>\n<p> 2-        Regarding query-6, 7, 9 &amp; 10 PIO South Zone will provide copies of the order of the<br \/>\n          Municipal commissioner ordering the relieving of the officers, copy of the proposal made<br \/>\n          by Dy. Commissioner for retention of these officers and copy of the Municipal<br \/>\n          Commissioner&#8217;s approval for this.\n<\/p>\n<p>It appears that various officers of MCD were unable to provide the information to the appellant<br \/>\nbecause of their inefficient working. It is difficult to pinpoint the blame on individual officer for<br \/>\nthe delay in providing the information. The appellant however has had to face unnecessary<br \/>\nharassment of filing an appeal and coming at the hearing before the Commission.
