Information.\n\nGrounds for First Appeal:\n-The information sought was not provided to the Appellant though no exemption provided under Section 8\nof The Act.\n\nOrder of the First Appellate Authority:\nThe information sought related to Third Party hence in opinion of FAA Appeal was rejected.\n\nGrounds for Second Appeal:\nThe Appellant was not provided with the desired Information.\n\nRelevant Facts<\/pre>\n<p> emerging during Hearing:\n<\/p>\n<p>The following were present:\n<\/p>\n<p>Appellant: Absent;\n<\/p>\n<p>Respondent: Mr. R. C. Ydava, CPIO &amp; General Manager on video conference from NIC-Alwar Studio;\n<\/p>\n<p>       The PIO has refused to give the information regarding the transactions in a Kisan Credit Scheme<br \/>\nAccount Holder. The Commission recognizes that normally the information about a customer is held by the<br \/>\nBank in a fiduciary capacity and hence information about such accounts or transactions need not be<br \/>\nprovided. However, under Section 4(1)(b) (xii) &amp;(xiii) of the RTI Act information regarding subsidies or<br \/>\n concessions given by the government policy have to be declare suo-motu by all public authorities. In view<br \/>\nof this information related to such transactions would have to be provided under RTI and cannot to be<br \/>\nconsidered exempt.
