DISTRICT COMMANDANT BIHAR HOMEGUARD POLICE, NALANDA\n                                        -----------\n<\/pre>\n<p>2.   26.08.2010         Heard learned Counsel for the petitioner and the learned<\/p>\n<p>                  Counsel for the State.\n<\/p>\n<p>                        The petitioner claims to be an applicant in response to<\/p>\n<p>                  advertisement no. 1\/2004 for appointment as Constable under<\/p>\n<p>                  the 50% seats reserved for Home Guard.\n<\/p>\n<p>                        There are no allegations of marks obtained by him, any<\/p>\n<p>                  person with lesser marks having been appointed or merit panel<\/p>\n<p>                  having been violated.
