Justice PIUS C.KURIAKOSE\n\n Dated :04\/03\/2008\n\n O R D E R\n                              PIUS.C.KURIAKOSE, J.\n\n                         - - - - - - - - - - - - - - - - - - - - -\n\n                                W.P.(c).No. 35607 OF 2007\n\n                     - - - - - - - - - - - - - - - - - - - - - - - - - -\n\n                     Dated this the 4th  day of March, 2008\n\n\n                                      JUDGMENT\n<\/pre>\n<p>       I find merit in the submission of Sri.S.Sreekumar, counsel for the<\/p>\n<p>second   respondent   that   without   challenging   the   Government   circular,<\/p>\n<p>on the  basis of which permit fees  is demanded from builders  like the<\/p>\n<p>petitioner, the petitioner cannot be entitled to maintain the present writ<\/p>\n<p>petition.     Government   Pleader   draws   my   attention   to   other   admitted<\/p>\n<p>writ petitions wherein the circular is under challenge.\n<\/p>\n<p>       I dispose of this writ petition without granting relies, but giving<\/p>\n<p>liberty   to   the   petitioner   to   file   a   comprehensive   writ   petition<\/p>\n<p>challenging the circular, if so advised.
