It<br \/>\nis a communication dated 4th March 1995 from the Office of<br \/>\nthe Director, Agricultural Produce &amp; Rural Finance. The document<br \/>\nis a typed copy, duly certified by the learned advocate to be a &#8216;true<br \/>\ncopy&#8217;.  The learned advocate for the petitioner asserted that it is a<br \/>\ntrue copy of the document. When his attention is drawn to the fact<br \/>\nthat line no.2 does not make a cogent reading, the learned advocate<br \/>\ninsisted that it is a true copy of the document.  Later on, having<br \/>\nrealised that the line is not making a cogent reading, he submitted<br \/>\nthat there may be a typographical error.  He later improved that<br \/>\nthere is a typographical mistake, but it is too late in the day to<br \/>\naccept that.\n<\/p>\n<p>2.\tThe High<br \/>\nCourt has provided that learned advocate shall certify the document<br \/>\nto be a true copy.  The purpose behind that is that the learned<br \/>\nadvocate should apply his mind to the document before he produces it<br \/>\nbefore the High Court.  Mechanically certifying a document to be a<br \/>\ntrue copy not only frustrates the object of aforesaid providing the<br \/>\nprocedure but it also results into waste of Court&#8217;s time and in turn<br \/>\npublic&#8217;s money.  The matter is dismissed on the ground that the<br \/>\ndocument which is certified to be a true copy, on the face of it, is<br \/>\nnot a true copy.\n<\/p>\n<p>3.\tHowever, to<br \/>\nsee that the petitioner is not deprived of the legitimate right to<br \/>\nchallenge the order, liberty is reserved in his favour to file a<br \/>\nfresh petition for the same relief.\n<\/p>\n<p>(RAVI<br \/>\nR.
