Anil Kumar Jha, Delhi\n\n        Name of the Public Authority         : Delhi Police, Outer District\n\nBackground<\/pre>\n<p>       Vide an RTI Application dated 30.06.2008, Sh. Anil Kumar Jha (herein after<br \/>\ncalled the complainant) sought information regarding a PCR Call No. 107, dated<br \/>\n15.08.2007, and the subsequent written complaint dated 16.08.2007, made to the Police.<br \/>\nThe Complainant also sought information regarding a complaint dated 20.08.2007,<br \/>\nsubmitted to the Dy. Commissioner of Police, Outer District. Infact, the complainant<br \/>\nsought information on the Action Taken by the Police on their complaints.\n<\/p>\n<p>   2.      The matter was listed for hearing on 11.12.2009.\n<\/p>\n<p>   3.      Nobody was present on behalf of the respondent, inspite of notices being sent<br \/>\n           to them\n<\/p>\n<p>   4.      The appellant was also not present.\n<\/p>\n<p>        The CPIO has neither appeared before the Commission nor sent his representative<br \/>\nto appear before the Commission. He has also not sent any explanation for his absence.<br \/>\nIn the absence of the parties, the Commission has decided to dispose the matter on merit.\n<\/p>\n<p>   Decision<\/p>\n<p>       After examining the RTI application and the replies of the respondents, the<br \/>\n   Commission finds that point-wise complete factual information has been provided to<br \/>\n   the complainant.\n<\/p>\n<p>        However the Commission takes a very serous view of absence of the CPIO,<br \/>\ninspite of clear hearing notice of the Commission dated 17.04.2009. The Central Public<br \/>\nInformation Officer, Office of the Dy.
