The \u00a0 query \u00a0 appellant \u00a0 has \u00a0 made \u00a0 in \u00a0 his \u00a0 RTI\u00adapplication \u00a0 dated\u00a0<br \/>\n02.12.2009 \u00a0 relates \u00a0 to \u00a0 a \u00a0 pension \u00a0 scheme \u00a0 introduced \u00a0 by \u00a0 the \u00a0 erstwhile\u00a0<br \/>\nImperial\u00a0Bank\u00a0of\u00a0India\u00a0in\u00a0the\u00a0year\u00a01927.\u00a0\u00a0The\u00a0request\u00a0is\u00a0for\u00a0supply\u00a0of\u00a0all\u00a0<br \/>\nsuch \u00a0 reports \u00a0\uf8e7\u00a0 viability \u00a0 reports \u00a0 obtained \u00a0 from \u00a0 actuary \u00a0 and \u00a0 pension\u00a0<br \/>\nvaluation\u00a0reports\u00a0\uf8e7\u00a0obtained\u00a0by\u00a0the\u00a0Imperial\u00a0Bank\u00a0and\u00a0the\u00a0State\u00a0Bank\u00a0of\u00a0<br \/>\nIndia.\u00a0\u00a0Appellant\u00a0wants\u00a0the\u00a0respondents\u00a0to\u00a0inform\u00a0him\u00a0the\u00a0Dearness\u00a0Relief\u00a0<br \/>\ndebited\u00a0to\u00a0the\u00a0Imperial\u00a0Bank\u00a0of\u00a0India\u00a0Pension\u00a0Fund,\u00a0the\u00a0balance\u00a0in\u00a0the\u00a0<br \/>\nImperial\u00a0Bank&#8217;s\u00a0Pension\u00a0Fund\u00a0for\u00a0the\u00a0years\u00a02004\u00a0to\u00a02009.\n<\/p>\n<p>3.    On \u00a0 the \u00a0 basis \u00a0 of \u00a0 the \u00a0 advice \u00a0 the \u00a0 respondents \u00a0 received \u00a0 from \u00a0 the\u00a0<br \/>\nBank&#8217;s\u00a0Consulting\u00a0Actuary,\u00a0they\u00a0declined\u00a0to\u00a0divulge\u00a0the\u00a0record\u00a0of\u00a0actuary\u00a0<br \/>\nreports\u00a0citing\u00a0Section\u00a011(1)\u00a0of\u00a0the\u00a0RTI\u00a0Act.\n<\/p>\n<p>4.     Information \u00a0 relating \u00a0 to \u00a0 year\u00adwise \u00a0 Dearness \u00a0 Relief \u00a0 debits \u00a0 to \u00a0 the\u00a0<br \/>\nImperial\u00a0Bank\u00a0of\u00a0India\u00a0Pension\u00a0and\u00a0Guarantee\u00a0Fund\u00a0as\u00a0also\u00a0the\u00a0balance\u00a0<br \/>\nin\u00a0that\u00a0Fund\u00a0was\u00a0obtained\u00a0from\u00a0the\u00a0Central\u00a0Accounts\u00a0Office,\u00a0Kolkata\u00a0and\u00a0<br \/>\nprovided\u00a0to\u00a0the\u00a0appellant.\n<\/p>\n<p>\u00a0<\/p>\n<p>CIC_AT_A_2010_000504_M_46059.doc\u00a0<br \/>\n                                                                         Page\u00a01\u00a0of\u00a03\n<\/p>\n<p> 5.     Appellate\u00a0Authority\u00a0noted\u00a0that\u00a0the\u00a0actuary\u00a0reports\u00a0were\u00a0not\u00a0supplied\u00a0<br \/>\nas \u00a0 the \u00a0 third\u00adparty, \u00a0 viz. \u00a0 M\/s.K.A. \u00a0 Pandit \u00a0 Consultants \u00a0 and \u00a0 Actuaries,\u00a0<br \/>\nadvised\u00a0against\u00a0disclosure\u00a0of\u00a0the\u00a0reports\u00a0claiming\u00a0that\u00a0these\u00a0were\u00a0meant\u00a0<br \/>\nfor\u00a0the\u00a0internal\u00a0consumption\u00a0of\u00a0the\u00a0Bank\u00a0and\u00a0not\u00a0to\u00a0be\u00a0shared\u00a0with\u00a0others.\n<\/p>\n<p>6.     Appellate\u00a0Authority,\u00a0therefore,\u00a0upheld\u00a0the\u00a0decision\u00a0of\u00a0the\u00a0CPIO.\n<\/p>\n<p>7.    Appellant, \u00a0in \u00a0 his \u00a0 second\u00adappeal, \u00a0 has \u00a0demanded \u00a0that \u00a0the \u00a0actuary\u00a0<br \/>\nreports\/valuation\u00a0reports\u00a0should\u00a0be\u00a0supplied\u00a0to\u00a0him\u00a0and\u00a0the\u00a0parts\u00a0of\u00a0the\u00a0<br \/>\ninformation\u00a0already\u00a0supplied\u00a0should\u00a0be\u00a0completed.\n<\/p>\n<p>8.      The\u00a0appellant\u00a0has\u00a0been\u00a0filing\u00a0a\u00a0series\u00a0of\u00a0petitions\u00a0under\u00a0the\u00a0RTI\u00a0Act\u00a0<br \/>\nfor \u00a0these \u00a0information. \u00a0 \u00a0The \u00a0issues \u00a0appellant \u00a0has \u00a0been \u00a0raising \u00a0relate \u00a0to\u00a0<br \/>\nsenior\u00a0citizens.\u00a0\u00a0Their\u00a0concerns\u00a0about\u00a0the\u00a0Pension\u00a0Fund\u00a0do\u00a0not\u00a0seem\u00a0to\u00a0<br \/>\nhave\u00a0been\u00a0fully\u00a0addressed\u00a0as\u00a0yet.\u00a0\u00a0I\u00a0would\u00a0advise\u00a0the\u00a0State\u00a0Bank\u00a0of\u00a0India\u00a0<br \/>\nauthorities\u00a0to\u00a0call\u00a0over\u00a0these\u00a0pensioners\u00a0and\u00a0to\u00a0resolve\u00a0their\u00a0grievances\u00a0<br \/>\nas\u00a0soon\u00a0as\u00a0possible.\n<\/p>\n<p>9.     Coming \u00a0back \u00a0to\u00a0the \u00a0appeal, \u00a0it\u00a0is\u00a0my \u00a0view \u00a0that, \u00a0regardless \u00a0of\u00a0the\u00a0<br \/>\nobjection\u00a0by\u00a0the\u00a0third\u00adparty,\u00a0the\u00a0record\u00a0of\u00a0the\u00a0actuary\u00a0reports\u00a0should\u00a0be\u00a0<br \/>\ndivulged \u00a0to\u00a0the \u00a0petitioner. \u00a0This \u00a0is \u00a0not \u00a0barred \u00a0by \u00a0any \u00a0of\u00a0the \u00a0exemption\u00ad<br \/>\nSections\u00a0and\u00a0considering\u00a0that\u00a0a\u00a0large\u00a0number\u00a0of\u00a0pensioners&#8217;\u00a0interest\u00a0is\u00a0in\u00a0<br \/>\nquestion,\u00a0there\u00a0is\u00a0public\u00a0interest\u00a0in\u00a0the\u00a0disclosure\u00a0of\u00a0these\u00a0reports.\u00a0\u00a0Time\u00a0<br \/>\n\uf8e7\u00a0three\u00a0weeks.\n<\/p>\n<p>10. Appellant\u00a0has\u00a0also\u00a0mentioned\u00a0that\u00a0the\u00a0information\u00a0divulged\u00a0through\u00a0<br \/>\nCPIO&#8217;s\u00a0reply\u00a0dated\u00a020.01.2010\u00a0had\u00a0certain\u00a0gaps.\u00a0\u00a0He\u00a0specially\u00a0mentioned\u00a0<br \/>\npension\u00adrelated \u00a0details \u00a0for\u00a0the\u00a0years \u00a01995\u00a0to\u00a01999,\u00a0which \u00a0according \u00a0to\u00a0<br \/>\nhim,\u00a0did\u00a0not\u00a0find\u00a0mention\u00a0in\u00a0the\u00a0tabular\u00a0statements\u00a0furnished\u00a0to\u00a0him\u00a0by\u00a0the\u00a0<br \/>\nCPIO.\n<\/p>\n<p>CIC_AT_A_2010_000504_M_46059.doc\u00a0<br \/>\n                                                                       Page\u00a02\u00a0of\u00a03\n<\/p>\n<p> 11. On\u00a0consideration\u00a0of\u00a0all\u00a0submissions\u00a0in\u00a0this\u00a0matter,\u00a0it\u00a0is\u00a0directed\u00a0that\u00a0<br \/>\nthese\u00a0reports\u00a0as\u00a0well\u00a0as\u00a0all\u00a0documents\u00a0relating\u00a0to\u00a0these\u00a0reports,\u00a0may\u00a0be\u00a0<br \/>\nprovided\u00a0to\u00a0the\u00a0appellant\u00a0within\u00a0three\u00a0weeks.\n<\/p>\n<p>12. Should\u00a0the\u00a0appellant\u00a0wish\u00a0to\u00a0inspect\u00a0the\u00a0records\u00a0held\u00a0in\u00a0regard\u00a0to\u00a0<br \/>\nhis \u00a0 RTI\u00adqueries, \u00a0 he \u00a0 may \u00a0 do \u00a0 so \u00a0 by \u00a0 making \u00a0 an \u00a0 application \u00a0 to \u00a0 the \u00a0 CPIO\u00a0<br \/>\nwithin\u00a0three\u00a0weeks.\u00a0 \u00a0On\u00a0receipt\u00a0of\u00a0such\u00a0a\u00a0request\u00a0from\u00a0the\u00a0appellant,\u00a0in\u00a0<br \/>\nthe\u00a0following\u00a0three\u00a0weeks,\u00a0CPIO\u00a0will\u00a0arrange\u00a0to\u00a0allow\u00a0the\u00a0appellant\u00a0on\u00a0a\u00a0<br \/>\nday\u00a0and\u00a0time\u00a0to\u00a0be\u00a0intimated\u00a0to\u00a0him\u00a0in\u00a0advance,\u00a0to\u00a0inspect\u00a0the\u00a0records\u00a0<br \/>\nand \u00a0documents \u00a0held \u00a0in\u00a0relation \u00a0to \u00a0his \u00a0 RTI\u00adqueries. \u00a0 \u00a0Appellant \u00a0shall \u00a0be\u00a0<br \/>\nallowed\u00a0to\u00a0take\u00a0copies\u00a0of\u00a0the\u00a0documents\u00a0he\u00a0might\u00a0select.\u00a0\u00a0Should\u00a0he\u00a0wish\u00a0<br \/>\nto\u00a0have\u00a0certified\u00a0copies,\u00a0CPIO\u00a0shall\u00a0take\u00a0action\u00a0under\u00a0Sections\u00a074\u00a0and\u00a076\u00a0<br \/>\nof\u00a0the\u00a0Indian\u00a0Evidence\u00a0Act.\n<\/p>\n<p>13.
