Admittedly, there is neither any<br \/>\nappointment order of the appellant nor any Rule which says that his<br \/>\nservices were ever regularized and put him on the regular<br \/>\nestablishment.  The very basic fact is that there is no order of<br \/>\nappointment  putting the appellant on the regular establishment of<br \/>\nthe respondent Gram Panchayat, though he placed reliance on a<br \/>\nResolution for appointing him and there is a general Resolution of<br \/>\nregular services of those employees who were appointed in a<br \/>\nparticular  period. None of these things culminated into a valid<br \/>\nappointment order in favour<br \/>\nof the appellant-petitioner because neither there is any order of<br \/>\nappointment or regularisation in favour of the petitioner produced or<br \/>\nexisting. In that view of the matter, the appellant&#8217;s case for<br \/>\npension cannot be countenanced. We do not see  any illegality in the<br \/>\norder of learned Single Judge in not favouring the appellant with<br \/>\nfavourable order.  No substance in the appeal.
