is also not yet served by the State agency “even though this

\ncourt to ensure the notieeis served respondent, the

\nunavailability respondent in the village where he resides,<\/p>\n

  -petitioner. It is noticed that the respondent was arraigned for<\/p>\n

considering the explanation offered to condone the delay as the
\nquestion involved was relating to inadequacy ofv~._se_ntence<\/p>\n
passed against the respondent.\n<\/p>\n
9. Even in this revision the iE3t’ate’:i has*..failed_ [go ‘<\/p>\n
satisfactorily explain the delay.  thgati. the <\/p>\n
Commissioner avers is that he ihiaidgone to~l3aIi–galore  attend
\ntraining and came   ,. Ministeieg meeting.\n<\/p>\n
Therefore, he kept himself the visit of Chief
\nMinister. Thereafter,    training for two
\nmonths and’   ‘file the appeal. Such
\nstatemelritiitotaliy  of duty on the part of the
\n Virtually, he is responsible<\/p>\n
for frustratingi process-of’~appeal by not only indifference, but<\/p>\n
 ,_alsc_’: faili;:re…t:.o take appropriate action in prosecuting<\/p>\n
 thoappvevalv time. Hardly any of the circumstances speak<\/p>\n
abouts’sufticientiicause. Rightly, the Sessions Judge rejected<\/p>\n
[the san,ie’.., I do not \ufb01nd any merit in this revision.<\/p>\n
if 10. Besides it is noticed that though the revision was<\/p>\n
 “filed in this Court on 8.2.2008, despite lapse of 1 ‘\/2 years, the<\/p>\n
State has not served the notice regarding adrnission to the
\nrespondent. It speaks for itseif the State’s half hearted attenzpt<\/p>\n
in conducting the proceedings which needs to be.–de’f5ricajted’;… .<\/p>\n
11. Finding no merit in the re_ViSi_on._ a:nd\u00ab..inac_it_ion_C.n ‘<\/p>\n
the part of the State in getting “noticevfserxdred <\/p>\n
respondent, it only deserves to .,rejectedV.”   <\/p>\n
