Ramachandran Nair, J.\n                  - - - - - - - - - - - - - - - - - - - - - - - -\n                     W.P.(C) No.37522 of 2008-P\n                  - - - - -- - - - - - - - - - - - - - - - - - - - -\n             Dated this the 2nd day of January, 2009.\n\n                                JUDGMENT\n<\/pre>\n<p>      The petitioner is an officer of the Department of Industries now<\/p>\n<p>working as Assistant Director (HG).           According to the petitioner, due<\/p>\n<p>promotions to him have been denied without any justification. It is also<\/p>\n<p>submitted that several of his juniors have already been promoted. The<\/p>\n<p>delay, according to the petitioner, was for want of Special Rules, but that<\/p>\n<p>has also now been rectified by promulgating the rules in the year 2008.<\/p>\n<p>Detailing his grievances, he has filed Ext.P4 representation before the first<\/p>\n<p>respondent. Even though the same has been received on 31.3.2008, so far<\/p>\n<p>no action has been taken on them.\n<\/p>\n<p>      2.  Therefore, there will be a direction to the first respondent to<\/p>\n<p>consider and pass orders on Ext.P4 representation within a period of two<\/p>\n<p>months from the date of receipt of a copy of this judgment. Any person who<\/p>\n<p>will be adversely affected in the matter, will also be heard.<\/p>\n<p>      The writ petition is disposed of as above.\n<\/p>\n<\/p>\n<p>                                       (T.R.
