        Commission\u00a0that\u00a0they\u00a0have\u00a0since\u00a0started\u00a0giving\u00a0ration\u00a0as\u00a0well\u00a0as\u00a0kerosene\u00a0oil\u00a0to\u00a0the\u00a0Appellant.\u00a0\u00a0He\u00a0(the\u00a0<\/p>\n
        FSO),\u00a0in\u00a0support,\u00a0produced\u00a0before\u00a0the\u00a0Commission\u00a0a\u00a0letter\u00a0dated\u00a022.09.2011,\u00a0signed\u00a0by\u00a0the\u00a0Appellant,\u00a0<\/p>\n
        wherein\u00a0the\u00a0Appellant\u00a0had\u00a0admitted\u00a0that\u00a0he\u00a0receives\u00a0complete\u00a0ration\u00a0and\u00a0kerosene\u00a0oil\u00a0against\u00a0his\u00a0ration\u00a0<\/p>\n
        card\u00a0(i.e.,\u00a0AAY\u00a0card\u00a0no.\u00a045440001).\u00a0When\u00a0it\u00a0was\u00a0posed\u00a0to\u00a0the\u00a0FSO\u00a0as\u00a0to\u00a0why\u00a0the\u00a0public\u00a0authority\u00a0had\u00a0<\/p>\n
        ceased\u00a0 the\u00a0 said\u00a0facilities\u00a0to\u00a0the\u00a0Appellant,\u00a0he\u00a0cited\u00a0some\u00a0wrong\u00a0entry\u00a0in\u00a0their\u00a0computer\u00a0database\u00a0as\u00a0<\/p>\n
        reason.\u00a0The\u00a0representative\u00a0of\u00a0the\u00a0Appellant\u00a0(his\u00a0wife),\u00a0on\u00a0her\u00a0part,\u00a0stated\u00a0that\u00a0the\u00a0Respondents,\u00a0from\u00a0
\n      September, \u00a0 2010, \u00a0 had \u00a0 suddenly \u00a0 stopped \u00a0 the \u00a0 supply \u00a0 of \u00a0 ration \u00a0 and \u00a0 kerosene \u00a0 oil \u00a0 to \u00a0 them \u00a0 and \u00a0 that\u00a0<\/p>\n
     surprisingly,\u00a0after\u00a0filing\u00a0the\u00a0present\u00a0RTI\u00a0application,\u00a0had\u00a0resumed\u00a0the\u00a0supply\u00a0of\u00a0ration\u00a0to\u00a0them.\u00a0\u00a0However,\u00a0<\/p>\n
     according\u00a0to\u00a0her,\u00a0they\u00a0still\u00a0chose\u00a0not\u00a0to\u00a0resume\u00a0the\u00a0supply\u00a0of\u00a0the\u00a0kerosene\u00a0oil.\u00a0Reacting\u00a0to\u00a0the\u00a0letter\u00a0<\/p>\n
     produced\u00a0by\u00a0the\u00a0FSO\u00a0in\u00a0support\u00a0of\u00a0his\u00a0claim\u00a0that\u00a0they\u00a0have\u00a0since\u00a0resumed\u00a0the\u00a0above\u00a0services\u00a0to\u00a0them,\u00a0<\/p>\n
     she\u00a0alleged\u00a0that\u00a0a\u00a0day\u00a0before\u00a0the\u00a0date\u00a0of\u00a0hearing\u00a0i.e.\u00a022.09.2011,\u00a0some\u00a0officials\u00a0of\u00a0Food\u00a0and\u00a0Supplies\u00a0<\/p>\n
     Department\u00a0had\u00a0visited\u00a0her\u00a0home\u00a0(telephone\u00a0booth)\u00a0\u00a0and\u00a0forcibly\u00a0got\u00a0the\u00a0signature\u00a0of\u00a0her\u00a0husband\u00a0on\u00a0the\u00a0<\/p>\n
     said\u00a0letter.\u00a0She\u00a0accordingly\u00a0firmly\u00a0denied\u00a0the\u00a0resumption\u00a0of\u00a0supply\u00a0of\u00a0kerosene\u00a0oil\u00a0by\u00a0the\u00a0public\u00a0authority.\u00a0<\/p>\n
     Mr.\u00a0Farhan,\u00a0who\u00a0was\u00a0assisting\u00a0the\u00a0Appellant’s\u00a0representative,\u00a0brought\u00a0to\u00a0the\u00a0Commission’s\u00a0notice\u00a0that\u00a0the\u00a0<\/p>\n
     Appellant \u00a0 and \u00a0 his \u00a0 wife, \u00a0 besides \u00a0 belonging \u00a0 to \u00a0 very \u00a0 poor \u00a0 strata \u00a0 of \u00a0 the \u00a0 society, \u00a0 are \u00a0 also \u00a0 unfortunately\u00a0<\/p>\n
     physically \u00a0 challenged \u00a0 and \u00a0 that, \u00a0 therefore,\u00a0 they\u00a0 are\u00a0 not\u00a0 in \u00a0 position\u00a0 to\u00a0 bear\u00a0 the\u00a0 extra\u00a0 cost\u00a0 of\u00a0 ration\u00a0 &\u00a0<\/p>\n
     kerosene\u00a0oil\u00a0imposed\u00a0due\u00a0to\u00a0the\u00a0mistakes\u00a0committed\u00a0by\u00a0the\u00a0by\u00a0the\u00a0public\u00a0authority.\u00a0He\u00a0stated\u00a0that\u00a0the\u00a0<\/p>\n
     Appellant\u00a0and\u00a0his\u00a0family\u00a0have\u00a0been\u00a0gravely\u00a0affected\u00a0by\u00a0the\u00a0callous\u00a0approach\u00a0of\u00a0the\u00a0officials\u00a0of\u00a0the\u00a0public\u00a0<\/p>\n
     authority,\u00a0who\u00a0have\u00a0failed\u00a0to\u00a0rectify\u00a0their\u00a0mistake\u00a0even\u00a0after\u00a0the\u00a0same\u00a0had\u00a0been\u00a0brought\u00a0to\u00a0their\u00a0notice\u00a0by\u00a0<\/p>\n
     the\u00a0Appellant\u00a0through\u00a0his\u00a0complaint\u00a0dated\u00a021.04.2011.\u00a0This\u00a0attitude\u00a0of\u00a0the\u00a0officials\u00a0of\u00a0the\u00a0public\u00a0authority,\u00a0<\/p>\n
     according\u00a0to\u00a0Mr.\u00a0Farhan,\u00a0has\u00a0not\u00a0only\u00a0resulted\u00a0in\u00a0financial\u00a0loss\u00a0to\u00a0the\u00a0Appellant,\u00a0but\u00a0has\u00a0also\u00a0exhibited\u00a0<\/p>\n
     their\u00a0less\u00a0than\u00a0kind\u00a0approach\u00a0towards\u00a0such\u00a0physically\u00a0challenged\u00a0citizens.\u00a0\u00a0He\u00a0accordingly\u00a0requested\u00a0the\u00a0<\/p>\n
     Commission\u00a0that\u00a0a\u00a0suitable\u00a0amount\u00a0of\u00a0compensation\u00a0be\u00a0directed\u00a0to\u00a0be\u00a0awarded\u00a0to\u00a0the\u00a0Appellant\u00a0for\u00a0the\u00a0<\/p>\n
     detriment\u00a0he\u00a0suffered\u00a0on\u00a0account\u00a0of\u00a0non\u00adreceipt\u00a0of\u00a0information,\u00a0which,\u00a0if\u00a0he\u00a0had\u00a0received,\u00a0would\u00a0have\u00a0<\/p>\n
     helped\u00a0him\u00a0to\u00a0resolve\u00a0his\u00a0problem\u00a0and\u00a0thereby\u00a0would\u00a0have\u00a0saved\u00a0his\u00a0hard\u00adearned\u00a0money\u00a0which\u00a0he\u00a0had\u00a0to\u00a0<\/p>\n
     spend\u00a0in\u00a0purchase\u00a0of\u00a0ration\u00a0and\u00a0kerosene\u00a0oil\u00a0from\u00a0the\u00a0market\u00a0on\u00a0almost\u00a0triple\u00a0price.\u00a0<\/p>\n
3.   Upon\u00a0hearing\u00a0the\u00a0submissions\u00a0above\u00a0and\u00a0on\u00a0perusing\u00a0the\u00a0records,\u00a0it\u00a0is\u00a0noted\u00a0that\u00a0the\u00a0PIO\u00a0has\u00a0still\u00a0not\u00a0<\/p>\n
     provided\u00a0to\u00a0the\u00a0Appellant\u00a0a\u00a0point\u00adwise\u00a0reply\u00a0to\u00a0his\u00a0RTI\u00adqueries\u00a0in\u00a0compliance\u00a0with\u00a0the\u00a0direction\u00a0of\u00a0the\u00a0<\/p>\n
     Appellate\u00a0Authority.\u00a0It\u00a0is,\u00a0therefore,\u00a0directed\u00a0that\u00a0the\u00a0PIO, \u00a0within\u00a01\u00a0week\u00a0 of\u00a0receipt\u00a0of\u00a0this\u00a0order,\u00a0shall\u00a0<\/p>\n
     furnish\u00a0a\u00a0point\u00adwise\u00a0reply\u00a0to\u00a0the\u00a0Appellant.\u00a0Besides,\u00a0the\u00a0PIO\u00a0shall\u00a0also\u00a0file\u00a0a\u00a0sworn\u00a0affidavit\u00a0(duly\u00a0notarised\u00a0<\/p>\n
     and\u00a0stamped)\u00a0before\u00a0the\u00a0Commission,\u00a0with\u00a0a\u00a0copy\u00a0to\u00a0the\u00a0Appellant,\u00a0clearly\u00a0mentioning\u00a0therein\u00a0the\u00a0date\u00a0<\/p>\n
     from\u00a0which\u00a0the\u00a0public\u00a0authority\u00a0has\u00a0resumed\u00a0the\u00a0supply\u00a0of\u00a0above\u00a0facilities\u00a0(ration\u00a0and\u00a0kerosene\u00a0oil)\u00a0to\u00a0the\u00a0<\/p>\n
     Appellant.\u00a0The\u00a0Appellant\u00a0is\u00a0also\u00a0required\u00a0to\u00a0file\u00a0an\u00a0affidavit\u00a0before\u00a0the\u00a0Commission\u00a0indicating\u00a0the\u00a0date\u00a0from\u00a0<\/p>\n
     which\u00a0he\u00a0has\u00a0started\u00a0receiving\u00a0the\u00a0above\u00a0facilities\u00a0from\u00a0the\u00a0public\u00a0authority.\u00a0These\u00a0affidavits\u00a0should\u00a0reach\u00a0<\/p>\n
     the\u00a0Commission\u00a0by\u00a020.10.2011.\n<\/p>\n

4.   As\u00a0regards\u00a0non\u00adsupply\u00a0of\u00a0information\u00a0to\u00a0the\u00a0Appellant\u00a0by\u00a0the\u00a0PIO\u00a0despite\u00a0AA’s\u00a0direction,\u00a0it\u00a0is\u00a0directed\u00a0that\u00a0<\/p>\n
     the\u00a0PIO\u00a0shall\u00a0show\u00a0cause\u00a0to\u00a0the\u00a0Commission\u00a0why\u00a0penalty\u00a0under\u00a0section\u00a020(1)\u00a0of\u00a0the\u00a0RTI\u00adAct\u00a0should\u00a0not\u00a0be\u00a0<\/p>\n
     imposed\u00a0on\u00a0him\u00a0for\u00a0his\u00a0failure\u00a0to\u00a0respond\u00a0to\u00a0the\u00a0Appellant’s\u00a0RTI\u00a0application\u00a0within\u00a0the\u00a0time\u00a0limit\u00a0set\u00a0under\u00a0<\/p>\n
     the\u00a0RTI\u00a0Act.\u00a0Returnable\u00a0by\u00a020.10.2011.\u00a0\n<\/p>\n
        5.   Apart\u00a0from\u00a0the\u00a0above,\u00a0it\u00a0is\u00a0also\u00a0noted\u00a0that\u00a0the\u00a0Appellant,\u00a0as\u00a0explained\u00a0by\u00a0his\u00a0representative,\u00a0Mr.\u00a0Farhan,\u00a0in\u00a0<\/p>\n
            the \u00a0 instant \u00a0 case \u00a0 has \u00a0 undoubtedly \u00a0 suffered\u00a0 an\u00a0 undue\u00a0 detriment \u00a0 on \u00a0 account\u00a0 of \u00a0 the\u00a0 negligence \u00a0 of \u00a0 the\u00a0<\/p>\n
