Justice ANTONY DOMINIC\n\n Dated :01\/04\/2009\n\n O R D E R\n                       ANTONY DOMINIC, J.\n                     ================\n                  W.P.(C) NO. 9837 OF 2009 (Y)\n                 =====================\n\n             Dated this the 1st day of April, 2009\n\n                          J U D G M E N T\n<\/pre>\n<p id=\"p_1\">     Petitioner submits that he is a B.Tech student (IT Course)in<\/p>\n<p>the Government Engineering College, Trivandrum. According to<\/p>\n<p>the petitioner, there are vacant seats in Mechanical Engineering<\/p>\n<p>and Electronics and Communication available in the college itself<\/p>\n<p>and therefore he made Ext.P1 request to the Principal of the<\/p>\n<p>College for transferring him to any of the aforesaid two<\/p>\n<p>disciplines. It is stated that there has not been any progress and<\/p>\n<p>with that request, the writ petition is filed.<\/p>\n<p id=\"p_1\">     2.    Standing     counsel appearing      for the   respondent<\/p>\n<p>University referring to the Regulations in this behalf submits that<\/p>\n<p>an application in the prescribed form should be submitted to the<\/p>\n<p>Principal of the College, who with his recommendation should<\/p>\n<p>forward it to the University for its consideration. Ext.P1 relied on<\/p>\n<p>by the petitioner is only a representation and is not an application<\/p>\n<p>in the prescribed form.\n<\/p>\n<p id=\"p_2\">     3.
