      Petitioners are    the   2nd year   students  of Post<\/p>\n
Graduation in M.D (Hom) Homeopathic Pharmacy and M.D<\/p>\n
(Hom) Practice of Medicine        in Homeopathic Medical<\/p>\n
College, Thiruvananthapuram.\n<\/p>\n
      2. In this writ petition the prayer sought for   is a<\/p>\n
direction to the respondents to take steps for conducting<\/p>\n
the 2nd year examination and publish the results. The<\/p>\n
Standing Counsel for the University on instructions submit<\/p>\n
that for conducting the examination as demanded by the<\/p>\n
petitioners, a panel of approved guides and examiners has<\/p>\n
to be prepared. It is stated that the 5th respondent has<\/p>\n
already forwarded a panel to them and that the same has<\/p>\n
been forwarded to the 3rd respondent for their approval. It<\/p>\n
is stated that, once the 3rd respondent conveys their<\/p>\n
WP(c).No.9281\/09                2<\/span><\/p>\n
approval of the panel, which is already forwarded to them, the<\/p>\n
University will fix a date for submission of thesis and schedule<\/p>\n
for the examination without any further delay in the matter.<\/p>\n
       3. Counsel appearing for the Petitioners also do not<\/p>\n
dispute the requirement of the approval of the panel by the 3rd<\/p>\n
respondent. Since the approval of the panel by the 3rd<\/p>\n
respondent is still awaited, I feel at this state the only order<\/p>\n
that can be passed is to direct the 3rd respondent to consider<\/p>\n
the panel forwarded by the University and decide as to<\/p>\n
whether the same can be approved or not.         If the decision<\/p>\n
taken is to approve the panel, once it is communicated so<\/p>\n
taken, the University shall fix a date for submission of the<\/p>\n
theses and thereafter schedule the examination also.<\/p>\n
      Accordingly,    the writ petition is disposed of directing<\/p>\n
that the 3rd respondent shall consider the panel of guides and<\/p>\n
examiners forwarded by the University and decide as to<\/p>\n
whether the same can be approved or not. A decision in this<\/p>\n
behalf shall be taken as expeditiously as possible and at any<\/p>\n
WP(c).No.9281\/09              3<\/span><\/p>\n
rate within 4 weeks from the date of production of a copy of<\/p>\n
the judgment and the same shall immediately communicated<\/p>\n
to the University. If the decision of the 3rd respondent is one<\/p>\n
approving the panel, the University shall fix the date for<\/p>\n
submission of thesis and schedule the examination for the<\/p>\n
students.\n<\/p>\n
      Petitioner shall produce a copy of the judgment before<\/p>\n
the 3rd respondent for compliance.\n<\/p>\n
