The appeal was heard in absence of the appellant on 4\/1\/2010.\n<\/p>\n<p id=\"p_2\">2.     The appellant has asked for access to certain documents on the basis of<br \/>\nwhich the appellant&#8217;s candidature for selection to the post of Steno-typist was<br \/>\ncancelled due to alleged mal-practices in the written examination. The CPIO has<br \/>\nreplied and furnished partial information, with which the appellant is not satisfied.<br \/>\nHence, this appeal before the Commission.\n<\/p>\n<p id=\"p_3\">3.    During the hearing, the details of information asked for and the CPIO&#8217;s<br \/>\nresponse were discussed.\n<\/p>\n<p id=\"p_4\">Decision:\n<\/p>\n<p id=\"p_5\">4.     In order to ensure transparency in the process of recruitment and<br \/>\nselection of candidates, it is important to maintain total transparency in the<br \/>\nprocess of the conduct of examination. The PIO is, therefore, directed to allow<br \/>\ninspection of the relevant documents so as to enable the appellant to identify the<br \/>\nrequired information, which should be furnished to him.\n<\/p>\n<p id=\"p_6\">5.      The CPIO would, however, be free to invoke section 10(1) of the Act to<br \/>\nwithhold the identity of the officials, who may have contributed to the process of<br \/>\nidentification of mal-practices in the conduct of examination.\n<\/p>\n<p id=\"p_7\">                   i<br \/>\n                       &#8220;If you don&#8217;t ask, you don&#8217;t get.&#8221; &#8211; Mahatma Gandhi<\/p>\n<p><span class=\"hidden_text\" id=\"span_1\">                                               1<\/span>\n<\/p>\n<p id=\"p_8\"> 6.
