(CIL), Kolkata for not providing information<br \/>\nto his RTI-request dated 16.11.2010. The matter came up for hearing on 18.10.2011. The<br \/>\nappellant was present in person, whereas the respondents were represented by Shri S.K.<br \/>\nDas, FAA and Shri M.B. Aparajit, CPIO.\n<\/p>\n<p id=\"p_1\">2.     The appellant filed an RTI-application dated 16.11.2010 seeking &#8220;Copy of<br \/>\nMemorandum Articles of Association which is in force along with all the amendments filed<br \/>\nwith Registrar of Companies belonging to Coal India Ltd., Kolkata for the last 20 years.&#8221;<br \/>\nThe PIO vide letter No. CIL\/C-5C\/PIO\/10-11\/F-711\/1231 dated 3.12.2010 informed the<br \/>\nappellant to go through the website of SEBI\/ROC(Prospectus) in regard to information as<br \/>\ndesired for all amendments filed with the Registrar of Companies belonging to Coal India<br \/>\nLtd.\n<\/p>\n<p id=\"p_2\">3.     Aggrieved by reply of PIO, the appellant preferred first-appeal dated 24.1.2011<br \/>\nbefore FAA. The appellant has not received any response on his first-appeal from the<br \/>\nFAA till the date of filing the instant second-appeal before the Commission.\n<\/p>\n<p id=\"p_3\">4.     The respondent submitted that appellant&#8217;s RTI-application was replied to by PIO<br \/>\nvide letter dated 3.12.2010 wherein he was advised to go through the website of SEBI.\n<\/p>\n<p><span class=\"hidden_text\" id=\"span_1\">                                              2           Case No. CIC\/SS\/A\/2011\/000944<\/span><\/p>\n<p id=\"p_4\">The FAA submitted that he has not received appellant&#8217;s first-appeal dated 24.1.2011 and<br \/>\nthus hearing in the matter has not been held.\n<\/p>\n<p id=\"p_5\">5.
