Time is granted. Matters<br \/>\n\tare kept on 10\/11\/2011. The grievances raised by the petitioner in<br \/>\n\tboth these petitions unequivocally go to indicate the following:\n<\/p>\n<p id=\"p_1\">(1)\tThere<br \/>\n\texist an order under which the petitioner was held to be highest<br \/>\n\tbidder int eh auction  by this Court, and as one of the term for<br \/>\n\tbidding the petitioner was not to be saddled with any past debts or<br \/>\n\tliabilities of the then existing unit, namely SRU.\n<\/p>\n<p id=\"p_2\">(2)\tThe<br \/>\n\tpurchase is finalised in the year 2004.\n<\/p>\n<p id=\"p_3\">\t(3)\tTill<br \/>\ndate the petitioner is deprived of the requisite \tpermission for<br \/>\nputting the property to proper use.\n<\/p>\n<p id=\"p_4\">(4)\tThe<br \/>\n\trespondent nos. 1, 2 &amp; 3 are in fact under an obligation to come<br \/>\n\tout with appropriate justification or semblance of justification<br \/>\n\tfor not processing the requisite permission. The existing affidavit<br \/>\n\tplaced on record unfortunately do not indicate any cogent reason<br \/>\n\tjustifying the denial of requisite permission.\n<\/p>\n<p id=\"p_5\">2.<br \/>\nBe that a it may; the time as requested for is granted, with a clear<br \/>\nobservation that the inaction on the part of the concerned officer<br \/>\nwould be viewed very seriously especially in view of the fact that<br \/>\nthe petitioner has made averments on oath in the memo of the petition<br \/>\nwith regard to extraneous consideration working for withholding th e<br \/>\nrequisite permission in question.\n<\/p>\n<p id=\"p_6\">    [<br \/>\nS.R.
