The Appellant filed his RTI application dt.17.9.08 with the CPIO, BSNL.      He<br \/>\n      requested information against 4 points with regard to implementation of<br \/>\n      Order 3003\/IC\/A\/2008 dated 6.8.08. On not receiving any reply, he filed an<br \/>\n      appeal dt.10.11.08 with the Appellate Authority. Aggrieved at not receiving<br \/>\n      any reply, the Appellant he filed a second appeal dt.26.12.08 before CIC.\n<\/p>\n<p id=\"p_1\">2.    The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the<br \/>\n      hearing for February 19, 2009.\n<\/p>\n<p id=\"p_2\">3.    Mr. Suresh Kumar DGM (MIS) and CPIO and Mr. Joginder Singh, AGM(RTI)<br \/>\n      represented the Public Authority.\n<\/p>\n<p id=\"p_3\">4.    The Applicant&#8217;s representative Mr. Bimal Kumar Khemani came late for the<br \/>\n      hearing, only after the Respondents left.\n<\/p>\n<p id=\"p_4\">Decision\n<\/p>\n<p id=\"p_5\">5.    The Commission directs the CPIO to provide all the information as sought in<br \/>\n      the RTI request. The Commission also directs the CPIO to show cause as to<br \/>\n      why a penalty of Rs.250\/- per day should not be imposed on him for not<br \/>\n      replying within the mandatory period as stipulated in the RTI request. The<br \/>\n      response to the showcause notice to be sent to the Commission within 15<br \/>\n      days of receipt of this Order. Information to be provided to the Appellant<br \/>\n      within 15 days of receipt of this Order.\n<\/p>\n<p id=\"p_6\">6.
