No. A-\n                                              71\/2, Naraina Vihar, New Delhi\n\nGrounds for First Appeal:\nIncomplete information.\nPoint no.1, 3, 4, 5:    Date wise progress had not been provided.\n6&amp; 7               :    Appellant had requested to identify MCD officials whose action\n       had resulted in u\/c still existing at site despite programme of                                        demolition\nand availability of police force.\n8.                 :    Timeframe for demolition of balance u\/c to be provided.\n\nOrder of the First Appellate Authority:\nPIO submitted that he had supplied the information as per the record available in the department.\n\nGrounds for Second Appeal:\nAs in First Appeal.\n\nRelevant Facts<\/pre>\n<p id=\"p_1\"> emerging during Hearing:\n<\/p>\n<p id=\"p_1\">The following were present<br \/>\nAppellant: Mr K K Loomba on behalf of the Appellant Mr Birinder Singh<br \/>\nRespondent: Mr Kaftan (deemed PIO).\n<\/p>\n<p id=\"p_2\">The First Appellate Authority (FAA) Mr A K Singh (Dy Commissioner) has passed a meaningless order on<br \/>\n04\/11\/2009 merely recording that the Appellant stated that he had not received the complete information and<br \/>\nthe PIO submitted that the information had been supplied as per the records. The FAA must come to a<br \/>\nconclusion of whether the PIO has supplied the complete information or not which he has failed to do.\n<\/p>\n<p id=\"p_3\">The PIO has provided information but has now been directed to provide detailed information giving photo<br \/>\ncopies of file notings and notes on the matter. The Appellant states that MCD has been taking some half<br \/>\nhearted measures against unauthorized construction. The Respondent states that a second floor has been<br \/>\nconstructed in an unauthorized matter.
