seeking\u00a0information\u00a0related\u00a0to\u00a0grant\u00a0of\u00a0his\u00a0Casual\u00a0Leave\u00a0from\u00a021.3.05\u00a0to\u00a022.3.05\u00a0and\u00a0on\u00a019.3.05\u00a0<\/p>\n<p>        against\u00a017\u00a0points\u00a0including\u00a0reasons\u00a0for\u00a0rejecting\u00a0his\u00a0\u00a0TA\u00a0claim\u00a0for\u00a0April,\u00a02006\u00a0had\u00a0and\u00a0for\u00a0not\u00a0paying\u00a0<\/p>\n<p>        him\u00a0his\u00a0salary\u00a0for\u00a019.6.07.\u00a0 \u00a0The\u00a0PIO\u00a0replied\u00a0on\u00a07.10.09\u00a0providing\u00a0point\u00a0wise\u00a0information.\u00a0 \u00a0He\u00a0also\u00a0<\/p>\n<p>        stated\u00a0 that\u00a0 TA\u00a0 Journal\u00a0 of\u00a0 April\u00a0 2006\u00a0was\u00a0duly\u00a0checked\u00a0by\u00a0them\u00a0and\u00a0was\u00a0found\u00a0to\u00a0be\u00a0incorrect.\u00a0<\/p>\n<p>        Accordingly\u00a0it\u00a0had\u00a0been\u00a0returned\u00a0to\u00a0the\u00a0Applicant\u00a0for\u00a0necessary\u00a0correction.\u00a0 \u00a0Not\u00a0satisfied\u00a0with\u00a0this\u00a0<\/p>\n<p>        reply,\u00a0the\u00a0Applicant\u00a0filed\u00a0his\u00a0first\u00a0appeal\u00a0on\u00a07.12.09\u00a0stating\u00a0that\u00a0replies\u00a0given\u00a0against\u00a0point\u00a01\u00ad4\u00a0are\u00a0<\/p>\n<p>        contradictory\u00a0to\u00a0each\u00a0other\u00a0and\u00a0against\u00a0point\u00a05\u00ad7\u00a0he\u00a0has\u00a0documentary\u00a0proof\u00a0of\u00a0being\u00a0present\u00a0for\u00a0the\u00a0<\/p>\n<p>        second\u00a0half\u00a0and\u00a0for\u00a0having\u00a0submitted\u00a0a\u00a0CL\u00a0application\u00a0for\u00a0the\u00a0first\u00a0half\u00a0on\u00a024.3.05\u00a0&amp;\u00a028.3.09.\u00a0\u00a0He\u00a0also\u00a0<\/p>\n<p>        stated\u00a0that\u00a0information\u00a0against\u00a0para\u00a010\u00a0&amp;\u00a011\u00a0is\u00a0false.\u00a0 \u00a0He\u00a0provided\u00a0further\u00a0comments\u00a0on\u00a0the\u00a0reply\u00a0<\/p>\n<p>        provided\u00a0by\u00a0the\u00a0PIO.\u00a0\u00a0The\u00a0Appellate\u00a0Authority\u00a0replied\u00a0on\u00a011.1.10\u00a0once\u00a0again\u00a0providing\u00a0the\u00a0required\u00a0<\/p>\n<p>        clarification\u00a0and\u00a0informing\u00a0the\u00a0Appellant\u00a0that\u00a0the\u00a0decision\u00a0of\u00a0not\u00a0sanctioning\u00a0leave\u00a0was\u00a0taken\u00a0by\u00a0the\u00a0<\/p>\n<p>        Controlling\u00a0officer\u00a0in\u00a0charge\u00a0and\u00a0that\u00a0the\u00a0justification\u00a0of\u00a0the\u00a0decision\u00a0taken\u00a0is\u00a0a\u00a0matter\u00a0of\u00a0grievance.\u00a0<\/p>\n<p>        He\u00a0provided\u00a0clarification\u00a0against\u00a0all\u00a0the\u00a017\u00a0points\u00a0in\u00a0his\u00a0reply\u00a0while\u00a0dismissing\u00a0the\u00a0appeal\u00a0on\u00a0the\u00a0<\/p>\n<p>        ground\u00a0that\u00a0they\u00a0are\u00a0all\u00a0grievances\u00a0and\u00a0cannot\u00a0be\u00a0resolved\u00a0through\u00a0RTI.\u00a0\u00a0\u00a0He\u00a0also\u00a0pointed\u00a0out\u00a0that\u00a0in\u00a0<\/p>\n<p>        2008 \u00a0 the \u00a0 Appellant \u00a0 had \u00a0 sought \u00a0 the \u00a0 same \u00a0 information \u00a0 regarding \u00a0 deduction \u00a0 and \u00a0 non\u00adpayment \u00a0 of\u00a0<\/p>\n<p>        salary\/TA\u00a0vide\u00a0RTI\u00a0application\u00a0dated\u00a025.9.08\u00a0and\u00a0that\u00a0the\u00a0appeal\u00a0was\u00a0dismissed\u00a0vide\u00a0a\u00a0decision\u00a0in\u00a0<\/p>\n<p>        case\u00a0No.CIC\/SG\/A\/2009\/000853\/3574\u00a0dated\u00a04.6.09\u00a0on\u00a0the\u00a0ground\u00a0that\u00a0these\u00a0grievances\u00a0cannot\u00a0be\u00a0<\/p>\n<p>        resolved\u00a0through\u00a0RTI.\u00a0 \u00a0 \u00a0In\u00a0yet\u00a0another\u00a0case\u00a0heard\u00a0by\u00a0the\u00a0Commission\u00a0on\u00a017.12.09\u00a0in\u00a0which\u00a0the\u00a0<\/p>\n<p>        Appellant\u00a0had\u00a0sought\u00a0the\u00a0same\u00a0information\u00a0vide\u00a0application\u00a0dated\u00a06.9.09,\u00a0\u00a0the\u00a0Commission\u00a0vide\u00a0its\u00a0<\/p>\n<p>        decision\u00a0order\u00a017.12.09\u00a0had\u00a0decided\u00a0that\u00a0available\u00a0information\u00a0had\u00a0been\u00a0provided\u00a0to\u00a0the\u00a0Appellant\u00a0<\/p>\n<p>        and\u00a0accordingly\u00a0had\u00a0disposed\u00a0of\u00a0the\u00a0appeal.\u00a0\u00a0\u00a0Still\u00a0not\u00a0satisfied\u00a0with\u00a0this\u00a0reponse,\u00a0the\u00a0Applicant\u00a0\u00a0filed\u00a0<\/p>\n<p>        a\u00a0second\u00a0appeal\u00a0before\u00a0the\u00a0Commission,\u00a0stating\u00a0that\u00a0in\u00a0para\u00a01,\u00a0the\u00a0PIO\u00a0had\u00a0denied\u00a0receiving\u00a0the\u00a0CL\u00a0<br \/>\n        application\u00a0and\u00a0in\u00a0para\u00a03\u00a0of\u00a0the\u00a0same\u00a0letter\u00a0application\u00a0was\u00a0regretted\u00a0by\u00a0Mr.\u00a0Mishra,\u00a0also\u00a0vide\u00a0item\u00a0<\/p>\n<p>       No.3\u00a0in\u00a0the\u00a0CIC\u00a0decision,\u00a0the\u00a0PIO\u00a0has\u00a0given\u00a0different\u00a0reasons\u00a0during\u00a0the\u00a0hearing\u00a0on\u00a04.6.09\u00a0and\u00a0in\u00a0his\u00a0<\/p>\n<p>       reply\u00a0dated\u00a08.10.09.\n<\/p>\n<p id=\"p_1\">\n<p id=\"p_2\">\u00a02.    The\u00a0Bench\u00a0of\u00a0Mrs.\u00a0Annapurna\u00a0Dixit,\u00a0Information\u00a0Commissioner,\u00a0scheduled\u00a0the\u00a0hearing\u00a0for\u00a0August\u00a023,\u00a0<\/p>\n<p>       2010.\n<\/p>\n<p id=\"p_3\">\n<p id=\"p_4\">3.     Shri\u00a0Pawan\u00a0Kumar,\u00a0PIO\u00a0and\u00a0Shri\u00a0R.K.\u00a0Agrawal,\u00a0Appellate\u00a0Authority\u00a0represented\u00a0the\u00a0Public\u00a0Authority\u00a0<\/p>\n<p>       and\u00a0were\u00a0present\u00a0for\u00a0the\u00a0hearing\u00a0at\u00a0the\u00a0Commission.\u00a0\n<\/p>\n<p id=\"p_5\">\n<p id=\"p_6\">4.     The\u00a0Applicant\u00a0was\u00a0present\u00a0during\u00a0the\u00a0hearing\u00a0and\u00a0was\u00a0heard\u00a0\u00a0through\u00a0video\u00a0conferencing.<\/p>\n<p>Decision<\/p>\n<p id=\"p_7\">5.     During\u00a0the\u00a0hearing\u00a0the\u00a0Appellant\u00a0wanted\u00a0to\u00a0know\u00a0why\u00a0the\u00a0PIO\u00a0had\u00a0denied\u00a0having\u00a0received\u00a0the\u00a0CL\u00a0<\/p>\n<p>       application\u00a0and\u00a0in\u00a0para\u00a03\u00a0of\u00a0the\u00a0same\u00a0letter\u00a0 \u00a0had\u00a0contradicted\u00a0himself\u00a0by\u00a0saying\u00a0that\u00a0the\u00a0CL\u00a0was\u00a0<\/p>\n<p>       regretted\u00a0by\u00a0Mr.\u00a0Mishra.\u00a0It\u00a0was\u00a0pointed\u00a0out\u00a0to\u00a0the\u00a0Appellant\u00a0reply\u00a0&#8220;No&#8221;\u00a0by\u00a0the\u00a0PIO\u00a0against\u00a0point\u00a01\u00a0<\/p>\n<p>       referred\u00a0to\u00a0the\u00a0date\u00a019.3.05\u00a0since\u00a0the\u00a0application\u00a0had\u00a0been\u00a0submitted\u00a0by\u00a0the\u00a0Appellant\u00a0on\u00a028.3.05.\u00a0<\/p>\n<p>       hence\u00a0information\u00a0provided\u00a0was\u00a0not\u00a0incorrect.\u00a0 \u00a0The\u00a0Appellant\u00a0maintained\u00a0that\u00a0the\u00a0PIO\u00a0had\u00a0denied\u00a0<\/p>\n<p>       having\u00a0received\u00a0the\u00a0application\u00a0for\u00a0grant\u00a0of\u00a0CL.\u00a0\u00a0At\u00a0this\u00a0stage,\u00a0the\u00a0Respondent\u00a0once\u00a0again\u00a0highlighted\u00a0<\/p>\n<p>       the\u00a0fact\u00a0that\u00a0the\u00a0Appellant\u00a0had\u00a0sought\u00a0the\u00a0same\u00a0information\u00a0earlier regarding\u00a0deduction\u00a0and\u00a0non\u00ad<\/p>\n<p>       payment\u00a0of\u00a0salary\/TA\u00a0vide\u00a0RTI\u00a0application\u00a0dated\u00a025.9.08\u00a0and\u00a0that\u00a0the\u00a0appeal\u00a0was\u00a0dismissed\u00a0vide\u00a0a\u00a0<\/p>\n<p>       decision\u00a0No.CIC\/SG\/A\/2009\/000853\/3574\u00a0dated\u00a04.6.09\u00a0on\u00a0the\u00a0ground\u00a0that\u00a0these\u00a0grievances\u00a0cannot\u00a0<\/p>\n<p>       be\u00a0resolved\u00a0through\u00a0RTI.\u00a0\u00a0Also\u00a0in\u00a0yet\u00a0another\u00a0case\u00a0heard\u00a0by\u00a0the\u00a0Commission\u00a0on\u00a017.12.09\u00a0in\u00a0which\u00a0<\/p>\n<p>       the\u00a0Appellant\u00a0had\u00a0sought\u00a0the\u00a0same\u00a0information\u00a0vide\u00a0application\u00a0dated\u00a06.9.09,\u00a0\u00a0the\u00a0Commission\u00a0vide\u00a0<\/p>\n<p>       its\u00a0decision\u00a0dated\u00a017.12.09\u00a0had\u00a0decided\u00a0that\u00a0available\u00a0information\u00a0had\u00a0been\u00a0provided\u00a0to\u00a0the\u00a0Appellant\u00a0<\/p>\n<p>       and\u00a0accordingly\u00a0had\u00a0disposed\u00a0of\u00a0the\u00a0appeal.\u00a0\n<\/p>\n<p id=\"p_8\">\n<p id=\"p_9\">6.
