It is submitted that the relied on judgment<\/p>\n<p>in LAR 247\/96 has become final, by the judgment dated 7.2.2007<\/p>\n<p>in LAA 99\/2007. Therefore, there is no reason to condone the<\/p>\n<p>delay.
