Learned Standing Counsel<\/p>\n<p>submits that  as per the impugned orders, there  is duplication of<\/p>\n<p>payment.     Though   there   is   also   a   contention   that   there   are   no<\/p>\n<p>records   available   for   the   engagement   of   the   respondent   for   the<\/p>\n<p>period from 1961 to 1984, I am afraid, that contention cannot be<\/p>\n<p>appreciated, being a question of fact and on that question of fact,<\/p>\n<p>the two authorities have already looked into the matter based on<\/p>\n<p>available   records.     It   will   not   be   proper   for   this   Court   to   re-\n<\/p>\n<p id=\"p_1\">appreciate  the factual matrix.
