(C) No. 14598 OF 2010\n               - - - - - - - - - - - - - - - - - - - - - - - - - - - -\n              Dated this the 11th day of May, 2010\n\n                             J U D G M E N T\n<\/pre>\n<p id=\"p_1\">           This writ petition has been filed on being aggrieved by<\/p>\n<p>the non-sanctioning of the staff fixation proposal made as per<\/p>\n<p>Ext.P4 for the period 2008-09. Ext.P4 proposal was submitted as<\/p>\n<p>early as in November, 2008 and till date no orders have been<\/p>\n<p>passed thereon, it is submitted.\n<\/p>\n<p id=\"p_1\">      2. Ext.P4 was, in fact, submitted before the 3rd respondent<\/p>\n<p>and the same was subsequently forwarded to the second<\/p>\n<p>respondent. The second respondent is the authority competent to<\/p>\n<p>look into the proposal made as per Ext.P4. It is evident from<\/p>\n<p>Ext.P2 judgment that, earlier, based on directions from this court<\/p>\n<p>similar grievances of the petitioner were looked into by the second<\/p>\n<p>respondent and appropriate orders were passed thereon.                    In the<\/p>\n<p>circumstances, without making any observation as to the merits of<\/p>\n<p>the contentions, this writ petition is disposed of with a direction to<\/p>\n<p>the second respondent to consider and pass orders on Ext.P4 staff<\/p>\n<p>fixation proposal, expeditiously, at any rate, within a period of one<\/p>\n<p>month from the date of receipt of copy of this judgment.<\/p>\n<p id=\"p_2\">                                               (C.T.
