Whether the judgement should be reported in the Digest ?\n\n\nM.M.KUMAR,J.\n<\/pre>\n<p id=\"p_1\">            This order will dispose of CWP No.10505 of 1991 and 16020<\/p>\n<p>of 1997 as common questions of fact and law are involved in these writ<\/p>\n<p>petitions. Facts are being taken from CWP No.10505 of 1991.<\/p>\n<p id=\"p_1\">            The prayer made by the petitioners in this petition is for<\/p>\n<p>quashing draft rules (Annexure P\/1) which were not notified by respondent<\/p>\n<p>State till the filing of the petition on 10.7.1991. However, in para 2 of the<\/p>\n<p>reply the respondent State has clarified that the draft rules have been<\/p>\n<p>notified after the approval by the Government as well as Subordinate<\/p>\n<p>Service Selection Board on 1.10.1991. So far as rules regulating further<\/p>\n<p>promotion of the petitioners as well as respondents are concerned the same<br \/>\n<span class=\"hidden_text\" id=\"span_1\"> CWP 10505 of 1991                                                    2<\/span><\/p>\n<p>have been notified in 1997 which are known as Haryana Public Relations<\/p>\n<p>(Group B) State Service Rules,1997. According to the aforesaid rules,<\/p>\n<p>Assistant Cameraman can be given promotion to the post of Cameraman<\/p>\n<p>and from the post of Cameraman further promotion has been provided to the<\/p>\n<p>post of Television and Video Feature Officer. In the other line of post a<\/p>\n<p>Photographer has been made eligible for promotion to the post of Assistant<\/p>\n<p>Photo Cinema Officer and in turn he has been provided with further channel<\/p>\n<p>of promotion on the post of Photo Cinema Officer and thereafter a Photo<\/p>\n<p>Cinema Officer can be promoted on the post of Deputy Director. It is<\/p>\n<p>conceded that petitioner no.1 has been eventually promoted on the post of<\/p>\n<p>Deputy Director in the year 2009. Likewise respondent no.4 who has filed<\/p>\n<p>CWP No.16020 of 1997 has also been promoted eventually to the post of<\/p>\n<p>Television and Video Feature Officer.\n<\/p>\n<p id=\"p_2\">              Mr.N.P.Mittal, learned counsel for the petitioners has stated<\/p>\n<p>that petitioner no.2-Deepak Sachdev has died during the pendency of the<\/p>\n<p>petition and no cause would survive qua him.\n<\/p>\n<p id=\"p_3\">              In view of the above, both the writ petitions have been rendered<\/p>\n<p>infructuous and are disposed of as such.<\/p>\n<pre id=\"pre_1\">\n\n\n\n\n                                                     (M.M.Kumar)\n                                                         Judge\n\n\n\n23.11.2009.
