The petitioner has purchased the property in 1997<br \/>\nand lodged complaint about the faulty meter on 14.05.2001.  The<br \/>\nchecking was carried out by the respondent board on 11.07.2001.<br \/>\nPrima facie it appears that the meter was not running in proper<br \/>\ncondition since 1993, prior to the petitioner&#8217;s purchase in 1997.<br \/>\nHowever, learned advocate for the respondent requests for time to<br \/>\nexplain the delay which has occurred from 1993 to 2001.
