SRI DAYA KANT MISHRA, THE FINANCE OFFICER JAI PRAKASH\nUNIVERSITY, CHAPRA, DISTT.- CHAPRA\n                                   -----------\n<\/pre>\n<p id=\"p_1\">4\/   06\/04\/2011              Heard learned counsel for the petitioner, for the<\/p>\n<p>                  Jay Prakash University (hereinafter referred to as J.P.<\/p>\n<p>                  University) and for the Baba Saheb Bhimrao Ambedkar<\/p>\n<p>                  Bihar     University   (hereinafter   referred   to   as   Bihar<\/p>\n<p>                  University).\n<\/p>\n<p id=\"p_1\">                             Learned counsel for the petitioners fairly submits<\/p>\n<p>                  that some dues have been paid by the J.P. University. He<\/p>\n<p>                  however contends that it is not full payment as also that<\/p>\n<p>                  the payment has not been made in the correct scale of<\/p>\n<p>                  Reader.\n<\/p>\n<p id=\"p_2\">                             In view of the nature of the order on the writ<\/p>\n<p>                  petition the Court finds it difficult to adjudicate this issue<\/p>\n<p>                  in the contempt jurisdiction. If the petitioner is aggrieved by<\/p>\n<p>                  the fixation of the pay-scale and consequent payment of<\/p>\n<p>                  arrears, his remedy lies in a fresh writ application only.<\/p>\n<p id=\"p_3\">                             It is next contended on behalf of the petitioner<\/p>\n<p>                  that the dues pertaining to the period in the jurisdiction of<\/p>\n<p>                  the Bihar University has not been transferred to the J.P.<\/p>\n<p>                  University because of which it has not been paid.<\/p>\n<p id=\"p_4\">                             Submissions and counter submissions have been<\/p>\n<p>                  made on behalf of J.P. University and the Bihar University.<br \/>\n<span class=\"hidden_text\" id=\"span_1\">                          3<\/span><\/p>\n<p>     The Court is not concerned with their administrative issues.<\/p>\n<p>     The claims of the petitioner have not been denied.<\/p>\n<p id=\"p_5\">                 The Court cannot act as a super administrator of<\/p>\n<p>     the   two    Universities.     The    administrative        aspect   of<\/p>\n<p>     coordination     between      the     two    Universities     pertains<\/p>\n<p>     exclusively to the domain of administration.<\/p>\n<p id=\"p_6\">                 The Court therefore observes, expects and holds<\/p>\n<p>     the fond hope that the Vice Chancellors of the two<\/p>\n<p>     Universities shall rise to the occasion and ensure that their<\/p>\n<p>     subordinates     perform      their    administrative       duties   in<\/p>\n<p>     accordance with law so that the arrears of the petitioner,<\/p>\n<p>     whether it be the issue of transmission of funds from the<\/p>\n<p>     Bihar University to the J.P. University or that the funds had<\/p>\n<p>     already been transferred and payment to be made by the<\/p>\n<p>     J.P.
