P1, the Tribunal directed grant of permit<\/p>\n<p>to the petitioner subject to settlement of timings with<\/p>\n<p>the concurrence of the 2nd respondent.  When the matter<\/p>\n<p>came up before the 2nd respondent for consideration, it<\/p>\n<p>was again adjourned for a detailed report regarding<\/p>\n<p>vacancy and concurrence.   Ext. P3 proceedings is dated<\/p>\n<p>19-4-2007.   The complaint of the petitioner is that<\/p>\n<p>there was no progress in the matter.<\/p>\n<p id=\"p_1\">    2. In view of the above, there will be a direction<\/p>\n<p>that the 2nd respondent shall finalise the proceedings<\/p>\n<p>pursuant to Ext.
