Pleader.<\/p>\n<p>      2.    Petitioners are the President and General Secretary of the<\/p>\n<p>Departmental Higher Secondary School Teachers&#8217; Association. According<\/p>\n<p>to them, soon after the formation of the Association, they sought<\/p>\n<p>recognition under Rule 77 of the Kerala Government Servants&#8217; Conduct<\/p>\n<p>Rules, 1960. Initially, the Government declined to grant recognition on<\/p>\n<p>the ground that the members of the Association were not regular Higher<\/p>\n<p>Secondary School Teachers.       ?It is stated that subsequent to the<\/p>\n<p>regularisation of the members as H.S.S.Ts., petitioners submitted Ext. P2<\/p>\n<p>application for recognition as early as in January, 2006.<\/p>\n<p>      3.    It is seen from the counter affidavit that the Director, Higher<\/p>\n<p>Secondary Education by his letter dated 11.1.2006 has recommended and<\/p>\n<p>forwarded the representation of the petitioners for recognition to the<\/p>\n<p>General Education Department of the Government of Kerala where the<\/p>\n<p>matter is being examined in terms of the provisions contained in Rule 77<\/p>\n<p>of the Kerala Servants&#8217; Conduct Rules, 1960.          It is also stated that<\/p>\n<p>W.P.(C) No. 31613\/2008 [L)<\/p>\n<p>                                    &#8211; 2 &#8211;\n<\/p>\n<p>pending finalisation of the application for recognition, along with other<\/p>\n<p>teacher organisations, the petitioners&#8217; Association has also participated in<\/p>\n<p>the general meetings conducted to discuss various matters in the Higher<\/p>\n<p>Secondary Sector.\n<\/p>\n<p>      4.     Taking into account the above factual situation the writ<\/p>\n<p>petition is disposed of with the following directions:<\/p>\n<p>      5.     That the 1st respondent shall complete the enquiry as it<\/p>\n<p>deems necessary, as expeditiously as possible, and pass orders on the<\/p>\n<p>application made by the petitioners for recognition of their Association,<\/p>\n<p>at any rate within 6 months of production of a copy of this judgment.
