The matter came up for hearing on<br \/>\n08.09.2011 at Puducherry. The appellant was absent, whereas the respondents were<br \/>\nrepresented by Shri P. Subramanian, Deputy Registrar, Shri V. Jothimurugaian, S.O. , Shri<br \/>\nN. Subramanian, Sr. Assistant and Shri A. Balasubramanian, Law Officer.\n<\/p>\n<p id=\"p_1\">2.     The appellant filed RTI-request dated 21.9.2010 seeking information on<br \/>\n&#8220;Government of India, UGD, New Delhi document(s) which state(s) that writing to the<br \/>\nVice-Chancellor of a Central University about the quality of the students by a professor in<br \/>\nreply to a confidential letter from the Vice-Chancellor directly, pointing out their drawback<br \/>\nin their judgment abut a teacher &#8216;amounts to insubordination&#8217;, as you (Registrar,<br \/>\nPondicherry University, Mr. S. Loganathan) had written in your letter No. PU\/Regr.\/2010-<br \/>\n11\/270 dated 24.8.2010 addressed to me (Prof Bindhu Bhushan Das, Dept of Chemistry,<br \/>\nPondicherry University, Ponducherry.&#8221; The PIO vide letter No. PU\/Estt(T)\/ET2\/2010-<br \/>\n11\/298 dated 11.10.2010 informed the appellant that that procedure of evaluation of<br \/>\nperformance of teachers of the University by the students has been approved by the<br \/>\nAcademic Council and Executive Council, which is the apex body of the University.\n<\/p>\n<p><span class=\"hidden_text\" id=\"span_1\">                                              2              Case No. CIC\/SS\/A\/2011\/000559<\/span><\/p>\n<p id=\"p_2\">Criticizing the decisions of the Academic Council and Executive Council, amounts to<br \/>\ninsubordination.\n<\/p>\n<p id=\"p_3\">3.     Aggrieved by reply from PIO, the appellant preferred first-appeal on 15.11.2010<br \/>\nbefore FAA. The FAA vide order PU\/REGR\/2010\/206 dated 30.11.2010 informed the<br \/>\nappellant that it has been confirmed by the CPIO that there is no such UGC document, is<br \/>\navailable in the University records, as sought by him. Only specific information and<br \/>\ndocuments available in the University can be provided under the <a href=\"\/doc\/671631\/\" id=\"a_1\">RTI Act<\/a>.\n<\/p>\n<p id=\"p_4\">4.     After hearing the respondent, the Commission is of the view that requisite<br \/>\ninformation permissible under the <a href=\"\/doc\/671631\/\" id=\"a_1\">RTI Act<\/a> has been provided to the appellant.
