Nos. 38191 OF 2002 &amp;\n                           3795 OF 2003\n                 -----------------------------------\n         Dated this the 29th day of September, 2008.\n\n\n                         J U D G M E N T\n<\/pre>\n<p id=\"p_1\">      Petitioners are aggrieved by the order passed by the<\/p>\n<p>Ombudsman for Local Self Government Institutions. In the latter<\/p>\n<p>case, there is an interim order permitting the completion of the<\/p>\n<p>work however staying the direction against the petitioners<\/p>\n<p>therein. The interest of the original petitioner in the former case<\/p>\n<p>is also protected by the interim order passed therein.<\/p>\n<p id=\"p_1\">      2. The main grievance appears to be that the orders have<\/p>\n<p>been passed without notice to the petitioners though they are the<\/p>\n<p>affected parties. That fact cannot be disputed also.
