JOSEPH FRANCIS, JJ.\n               - - - - - - - - - - - - - - - - - - - - - - - - - -\n                  W.P.(C).No. 26413 of 2009 V\n               - - - - - - - - - - - - - - - - - - - - - - - - - -\n              Dated this the 9th day of March, 2010\n\n                              JUDGMENT\n<\/pre>\n<p>Joseph, J.\n<\/p>\n<p>      In this Writ Petition, the petitioner seeks the following<\/p>\n<p>reliefs.\n<\/p>\n<blockquote><p>             &#8220;i) issue a writ of mandamus or any other<\/p>\n<p>       appropriate writ commanding the 1st respondent<\/p>\n<p>       to conduct a detailed enquiry about the illegal<\/p>\n<p>       activities of the 4th and 5th respondents with<\/p>\n<p>       reference to Ext.P1 and also evidenced by<\/p>\n<p>       various activities revealed by Exts.P2 and P3<\/p>\n<p>       news items without any further delay;<\/p>\n<\/blockquote>\n<blockquote><p>             ii) issue a writ of mandamus or any other<\/p>\n<p>       appropriate writ commanding the 4th respondent<\/p>\n<p>       not to harass the petitioner and his family<\/p>\n<p>       members.&#8221;\n<\/p><\/blockquote>\n<p>W.P.(C).No. 26413 of 2009<\/p>\n<p><span class=\"hidden_text\">                                     2<\/span><\/p>\n<p>      2. Briefly the case of the petitioner is as follows.    Petitioner is<\/p>\n<p>a resident of Mala in Trichur district.      He decided to construct a<\/p>\n<p>building in his land. He started filling the land for construction of the<\/p>\n<p>house. The 4th respondent, who was working as the Sub Inspector of<\/p>\n<p>Police at Mala at that time, directed the petitioner to stop filling up of<\/p>\n<p>the site.    It is stated that the 5th respondent, who is having illegal<\/p>\n<p>association with the 4th respondent, has received Rs.10,000\/- from the<\/p>\n<p>petitioner.    Apart from that, the 5th respondent has borrowed<\/p>\n<p>Rs.75,000\/- from the petitioner. It is stated that when he insisted for<\/p>\n<p>repayment of the amount, the 5th respondent had instigated the 4th<\/p>\n<p>respondent to harass the petitioner and his family members.           The<\/p>\n<p>petitioner&#8217;s wife was also harassed by the respondents. Petitioner filed<\/p>\n<p>Ext.P1 complaint before the first respondent.<\/p>\n<p>      3. Counter affidavit and statement have been filed.<\/p>\n<p>      4. The learned Government Pleader would submit that at present<\/p>\n<p>there is no harassment. It is true that the petitioner had filed Ext.P1, in<\/p>\n<p>which the prayer sought for is a         detailed enquiry by the D.G.P.<\/p>\n<p>W.P.(C).No. 26413 of 2009<\/p>\n<p><span class=\"hidden_text\">                                     3<\/span><\/p>\n<p>We record the submission of the learned Government Pleader that at<\/p>\n<p>present there is no harassment to the petitioner.    In regard to the<\/p>\n<p>complaints against respondents 4 and 5, we relegate the petitioner to<\/p>\n<p>pursue his remedy before the police complaint authorities.   We make<\/p>\n<p>it clear that the petitioner can approach any forum for redressal of his<\/p>\n<p>grievances.\n<\/p>\n<\/p>\n<p>                                          (K. M.
