The applicant filed an RTI application dt.27.1.09 with the CPIO, M\/o I&amp;B, New<br \/>\n      Delhi. He requested for the following information:\n<\/p>\n<p id=\"p_1\">      i)     To confirm that in past the engineering employees who got their<br \/>\n      Degree in Engineering during their service period.     They have obtained the<br \/>\n      proper and valid permission for that degree from the department.\n<\/p>\n<p id=\"p_2\">      ii)    Degree in Engineering (valid for JTS) of above referred engineering<br \/>\n      employees (Assistant Engineers) were got verified as genuine from the<br \/>\n      concerned university itself.\n<\/p>\n<p id=\"p_3\">      ii)    The engineering employees who got the promotion to JTS on<br \/>\n      submission of the copy of Degree in Engineering which is not valid in<br \/>\n      accordance of RRs for the promotion to JTS cadre of IB(E)S for Departmental<br \/>\n      Assistant Engineers.   The copy of action taken against such employees and<br \/>\n      officers involved for recommending their promotions be provided.<br \/>\n      On not receiving any reply, he filed an appeal dt.2.3.09 with the Appellate<br \/>\n      Authority. The Appellate Authority replied on 27.3.09 directing the CPIO to<br \/>\n      provide information within 7 days from the date of receipt of her order. In<br \/>\n      compliance to Appellate Authority&#8217;s order, CPIO replied on 27.3.09 to the<br \/>\n      applicant. The applicant filed a second appeal dt.8.4.09 before CIC.\n<\/p>\n<p id=\"p_4\">2.    The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the<br \/>\n      hearing for June 9, 2009.\n<\/p>\n<p id=\"p_5\">3.    Mr. Rakesh Kumar Dhall, Dy. Director (Admn.) cum CPIO and Mr. S.R.\n<\/p>\n<p id=\"p_6\">      Pandey, Consultant represented the Public Authority.\n<\/p>\n<p id=\"p_7\">4.    The Applicant was not present during the hearing.<br \/>\n Decision<\/p>\n<p id=\"p_8\">5.    The Respondent stated that they did not receive the RTI application and that<br \/>\n      they came to     know about it after receiving the first appeal. Since the<br \/>\n      information provided by the Respondent and the second appeal crossed each<br \/>\n      other and since the Appellant has not come back after the information was<br \/>\n      provided, it is assumed that he is satisfied with the reply.\n<\/p>\n<p id=\"p_9\">6.
