Kuriakose, J.\n<\/p>\n<p id=\"p_1\">\n<p id=\"p_2\">     It is brought to our notice by Sri.C.Unnikrishnan, one<\/p>\n<p>of the Standing Counsel for the Water Authority that the<\/p>\n<p>issue is already decided against the Government and the<\/p>\n<p>Water Authority by judgment in L.A.A.No.401\/2004. A copy<\/p>\n<p>of that judgment is placed before us.<\/p>\n<p id=\"p_3\">          Under this circumstance, this appeal is dismissed.<\/p>\n<p>No costs.\n<\/p>\n<p id=\"p_4\">\n<p id=\"p_5\">                                       PIUS C.
