Justice S.SIRI JAGAN\n\n Dated :28\/10\/2010\n\n O R D E R\n                            S.SIRI JAGAN, J.\n\n                      ==================\n\n                       W.P.(C).No.32852 of 2010\n\n                      ==================\n\n               Dated this the 28th day of October, 2010\n\n                            J U D G M E N T\n<\/pre>\n<p>      The petitioners are part time casual sweepers working in various<\/p>\n<p>village offices under the 1st respondent-Tahsildar, Thalassery Taluk.<\/p>\n<p>They have certain grievances regarding payment of salary. According<\/p>\n<p>to them, they are also entitled to have service book opened in their<\/p>\n<p>names. Detailing their grievances, the petitioners have filed Exts.P8 to<\/p>\n<p>P8(o) representations before the 1st respondent. The petitioners seek<\/p>\n<p>expeditious disposal of those representations.<\/p>\n<p>      2.    The learned Government Pleader points out that the<\/p>\n<p>Tahsildar has no powers to decide the question raised by the<\/p>\n<p>petitioners and only the 3rd respondent can.\n<\/p>\n<p>      3.    Having heard both sides, I dispose of this writ petition with<\/p>\n<p>the following directions:\n<\/p>\n<p>      The 1st respondent shall forward Exts.P8 to P8(o) representations<\/p>\n<p>to the 3rd respondent within two weeks from the date of receipt of a<\/p>\n<p>copy of this judgment. The 3rd respondent shall consider and pass<\/p>\n<p>orders on Exts.P8 to P8(o) representations, after affording an<\/p>\n<p>opportunity of being heard to a representative of the petitioners, as<\/p>\n<p>expeditiously as possible, at any rate, within three months from the<\/p>\n<p>date of receipt of Exts.P8 to P8(o) representations from the 1st<\/p>\n<p><span class=\"hidden_text\">w.p.c.32852\/10                     2<\/span><\/p>\n<p>respondent.
