Not getting any satisfactory reply from the PIO and the First Appellate<br \/>\nAuthority, the Appellant approached the Central Information Commission, with<br \/>\na Second Appeal.\n<\/p>\n<p>3.    The Commission heard the Case on 17 April 2007 and the Commission<br \/>\ndirected the Respondents to provide complete, unambiguous and specific<br \/>\nreplies to the queries of the Appellant. The Commission also issued a Show<br \/>\nCause Notice to the Respondent for violating the provisions of the RTI Act.\n<\/p>\n<p>4.    In response to the Show Cause Notice of the Commission, Shri M. Dey,<br \/>\nthe Executive Director (Pers. &amp; Admn.), submitted that the delay was caused<br \/>\nbecause he had to collect the information from several departments. Shri M.<br \/>\nDey, further, submitted that there was a countrywide agitation of the Airports<br \/>\nAuthority Employees Union, from November 2006 to January 2007, which<br \/>\nresulted in diversion of resources and time of the management. The<br \/>\nRespondents attached the documents related to the strike.\n<\/p>\n<p> 5.         After careful examination of the reply of the Respondent and other facts<br \/>\nand the circumstances of the present Case, the Commission finds that there<br \/>\nwere reasonable causes for the delay in providing the information to the<br \/>\nAppellant. Hence, keeping in view the voluminous information sought and the<br \/>\nstrike of Airports Authority Employees&#8217; Union, the Commission drops the<br \/>\npenalty proceedings against Shri M. Dey.\n<\/p>\n<p>6.
