SIRI JAGAN, J.\n                ------------------------------------\n                   W.P.(C)No.23949 OF 2008\n              ----------------------------------------\n               Dated this the 19th day of August, 2008\n\n                           JUDGMENT\n<\/pre>\n<p>      The petitioners claim to be headload workers aspiring for<\/p>\n<p>registration under Rule 26A of the Kerala Headload Workers<\/p>\n<p>Rules.    They have filed Exts.P1 to P15 applications before the<\/p>\n<p>respondent for registration under that Rule.         The petitioners<\/p>\n<p>would submit that the respondent is not considering the<\/p>\n<p>applications insisting that only if the petitioners join the Scheme<\/p>\n<p>they would be given such registration, which according to the<\/p>\n<p>petitioners is against the Headload Workers Act, Rules and<\/p>\n<p>Scheme. The petitioners seek a direction to the respondent to<\/p>\n<p>consider and pass orders on Exts.P1 to P15 expeditiously.<\/p>\n<p>      2.   I have heard the learned Government Pleader also.<\/p>\n<p>The learned Government Pleader would submit that in the area in<\/p>\n<p>question, there is no sufficient head load work available for<\/p>\n<p>registering additional headload workers.<\/p>\n<p>      After hearing both sides, I am of opinion that I am not<\/p>\n<p>called upon to decide these questions at this point of time. It is<\/p>\n<p><span class=\"hidden_text\">W.P.(c)No.23949\/08               2<\/span><\/p>\n<p>for the respondent to consider the applications in the first<\/p>\n<p>instance, following the procedure prescribed in Rule 26A of the<\/p>\n<p>Kerala Headload Workers Rules.           When applications are<\/p>\n<p>submitted under that Rule, the respondent has a duty to<\/p>\n<p>dispose of the same expeditiously.\n<\/p>\n<p>      Accordingly, I dispose of this writ petition with a direction<\/p>\n<p>to the respondent to consider and pass appropriate orders on<\/p>\n<p>Exts.P1 to P15 applications as expeditiously as possible, at any<\/p>\n<p>rate, within a period of one month from the date of receipt of a<\/p>\n<p>copy of this judgment, after complying with the procedure<\/p>\n<p>prescribed in Rule 26A.      The petitioners shall forward a<\/p>\n<p>certified copy of this judgment along with a copy of the writ<\/p>\n<p>petition to the respondent for compliance.<\/p>\n<p>                                         S.
