SURENDRA MOHAN, J.\n               ------------------------------------------------------------\n                         W.P(C) NO: 930 OF 2010\n                -----------------------------------------------------------\n                 Dated this the 12th January, 2010.\n\n                                    JUDGMENT\n<\/pre>\n<p>      The petitioner is a retired Circle Inspector of Police (woman).<\/p>\n<p>She entered service as a Police Constable and was promoted as a<\/p>\n<p>Sub Inspector of Police and thereafter as Circle Inspector of Police.<\/p>\n<p>According to the petitioner, one B. Omana had retired from service<\/p>\n<p>as the Deputy Superintendent of Police (woman), Womens Cell,<\/p>\n<p>Thiruvananthapuram on 31.1.2007. The petitioner being the next<\/p>\n<p>seniormost person should have been promoted and posted to the<\/p>\n<p>said retirement vacancy. However, no steps were taken to promote<\/p>\n<p>the petitioner or to post her. Therefore, she retired on 30.9.2008<\/p>\n<p>without getting the promotion.               After her retirement it is her case<\/p>\n<p>that another person was immediately posted to the said vacancy.<\/p>\n<p>Therefore, she claims retrospective promotion with effect from<\/p>\n<p>1.2.2007 and also claims all consequential monetary benefits.<\/p>\n<p>      2. The petitioner has submitted Ext.P5 representation to the<\/p>\n<p>first respondent, on which no final orders have been passed yet.
