In\u00a0this\u00a0case,\u00a0the\u00a0Appellant\u00a0had,\u00a0in\u00a0his\u00a0application\u00a0dated\u00a029\u00a0January\u00a02009,\u00a0<\/p>\n<p>requested\u00a0the\u00a0CPIO,\u00a0Tikatganj\u00a0to\u00a0provide\u00a0him\u00a0copies\u00a0of\u00a0documents\u00a0in\u00a0regard\u00a0to\u00a0<\/p>\n<p>a\u00a0number\u00a0of\u00a0queries\u00a0regarding\u00a0the\u00a0role\u00a0and\u00a0responsibility\u00a0of\u00a0the\u00a0guarantor\u00a0in\u00a0<\/p>\n<p>loan \u00a0 cases\u00a0 etc. \u00a0 In \u00a0 his \u00a0 reply \u00a0 dated \u00a0 24 \u00a0 February\u00a0 2009, \u00a0 the \u00a0 Branch\u00a0 Manager\u00a0<\/p>\n<p>offered\u00a0several\u00a0clarifications\/explanation\/information\u00a0against\u00a0these\u00a0queries.\u00a0Not\u00a0<\/p>\n<p>satisfied\u00a0with\u00a0the\u00a0reply\u00a0of\u00a0the\u00a0CPIO,\u00a0the\u00a0Appellant\u00a0preferred\u00a0an\u00a0appeal.\u00a0The\u00a0<\/p>\n<p>Appellate\u00a0Authority\u00a0disposed\u00a0of\u00a0the\u00a0appeal\u00a0in\u00a0his\u00a0order\u00a0dated\u00a022\u00a0April\u00a02009\u00a0in\u00a0<\/p>\n<p>which\u00a0he\u00a0directed\u00a0the\u00a0CPIO\u00a0to\u00a0provide\u00a0the\u00a0desired\u00a0information\u00a0along\u00a0with\u00a0copies\u00a0<\/p>\n<p>of\u00a0the\u00a0relevant\u00a0circulars\/rules.\u00a0Reportedly,\u00a0the\u00a0CPIO,\u00a0in\u00a0compliance\u00a0of\u00a0these\u00a0<\/p>\n<p>directions, \u00a0 had \u00a0 sent \u00a0 the \u00a0 desired \u00a0 information \u00a0 to \u00a0 the \u00a0 Appellant \u00a0 in \u00a0 his\u00a0<\/p>\n<p>communication\u00a0dated\u00a05\u00a0May\u00a02009.\u00a0Now\u00a0the\u00a0Appellant\u00a0has\u00a0come\u00a0to\u00a0the\u00a0CIC\u00a0<\/p>\n<p>alleging\u00a0that\u00a0he\u00a0had\u00a0been\u00a0provided\u00a0with\u00a0wrong\u00a0information\u00a0and\u00a0that\u00a0the\u00a0Branch\u00a0<\/p>\n<p>Manager\u00a0should\u00a0be\u00a0punished\u00a0for\u00a0that.\n<\/p>\n<p>CIC\/SM\/A\/2009\/001023\n<\/p>\n<p> 3.      We \u00a0 heard \u00a0 this \u00a0 case \u00a0 through \u00a0 videoconferencing. \u00a0 The \u00a0 Appellant \u00a0 was\u00a0<\/p>\n<p>present\u00a0in\u00a0the\u00a0Badaun\u00a0studio\u00a0of\u00a0the\u00a0NIC\u00a0while\u00a0the\u00a0Respondents\u00a0were\u00a0present\u00a0in\u00a0<\/p>\n<p>the\u00a0Lucknow\u00a0studio.\u00a0We\u00a0heard\u00a0their\u00a0submissions.\u00a0Although\u00a0the\u00a0Appellant\u00a0had\u00a0<\/p>\n<p>not\u00a0framed\u00a0his\u00a0requests\u00a0very\u00a0clearly,\u00a0nevertheless,\u00a0it\u00a0is\u00a0quite\u00a0obvious\u00a0that\u00a0the\u00a0<\/p>\n<p>Appellant\u00a0had\u00a0sought\u00a0copies\u00a0of\u00a0the\u00a0circulars\/guidelines\u00a0on\u00a0sanction\u00a0of\u00a0car\u00a0loan\u00a0<\/p>\n<p>in\u00a0 general\u00a0and\u00a0 about\u00a0his\u00a0 own\u00a0 loan\u00a0case\u00a0 in\u00a0 particular.\u00a0 In\u00a0fact,\u00a0 the\u00a0Appellate\u00a0<\/p>\n<p>Authority\u00a0had\u00a0already\u00a0directed\u00a0the\u00a0CPIO\u00a0to\u00a0provide\u00a0the\u00a0copies\u00a0of\u00a0all\u00a0the\u00a0relevant\u00a0<\/p>\n<p>rules\u00a0and\u00a0regulations\u00a0covering\u00a0the\u00a0queries\u00a0of\u00a0the\u00a0Appellant,\u00a0which\u00a0it\u00a0seems\u00a0he\u00a0<\/p>\n<p>did\u00a0not\u00a0provide.\u00a0Therefore,\u00a0we\u00a0now\u00a0direct\u00a0the\u00a0CPIO\u00a0to\u00a0provide\u00a0to\u00a0the\u00a0Appellant\u00a0<\/p>\n<p>within\u00a010\u00a0working\u00a0days\u00a0from\u00a0the\u00a0receipt\u00a0of\u00a0this\u00a0order,\u00a0(a)\u00a0the\u00a0relevant\u00a0rules\u00a0and\u00a0<\/p>\n<p>regulations\u00a0laying\u00a0down\u00a0the\u00a0eligibility\u00a0criteria\u00a0and\u00a0the\u00a0documentation\u00a0details\u00a0for\u00a0<\/p>\n<p>availing\u00a0of\u00a0car\u00a0loan\u00a0and\u00a0(b)\u00a0the\u00a0photocopy\u00a0of\u00a0the\u00a0relevant\u00a0records\u00a0of\u00a0the\u00a0Branch\u00a0<\/p>\n<p>showing\u00a0the\u00a0reasons\u00a0for\u00a0the\u00a0rejection\u00a0of\u00a0his\u00a0car\u00a0loan\u00a0application.<\/p>\n<p>4.      We \u00a0 have \u00a0 noted \u00a0 that \u00a0 the \u00a0 Appellate \u00a0 Authority \u00a0 had \u00a0 observed \u00a0 that \u00a0 the\u00a0<\/p>\n<p>Branch\u00a0Manager\u00a0had\u00a0disposed\u00a0of\u00a0the\u00a0requests\u00a0for\u00a0information\u00a0even\u00a0though\u00a0he\u00a0<\/p>\n<p>was \u00a0 not \u00a0 authorised \u00a0 to \u00a0 do \u00a0 so. \u00a0 If \u00a0 he \u00a0 was \u00a0 not \u00a0 authorised \u00a0 to \u00a0 deal \u00a0 with \u00a0 such\u00a0<\/p>\n<p>requests,\u00a0he\u00a0should\u00a0have\u00a0transferred\u00a0the\u00a0application\u00a0promptly\u00a0to\u00a0the\u00a0designated\u00a0<\/p>\n<p>CPIO.\u00a0We\u00a0would\u00a0expect\u00a0the\u00a0CPIO\u00a0to\u00a0advise\u00a0the\u00a0Branch\u00a0Manager\u00a0concerned\u00a0<\/p>\n<p>suitably\u00a0so\u00a0that\u00a0he\u00a0does\u00a0not\u00a0repeat\u00a0the\u00a0mistake\u00a0in\u00a0future.<\/p>\n<p>5.      With\u00a0the\u00a0above\u00a0directions,\u00a0the\u00a0appeal\u00a0is\u00a0disposed\u00a0off.<\/p>\n<p>6.
