Justice V.GIRI\n\n Dated :21\/10\/2008\n\n O R D E R\n                             V.GIRI, J.\n                          ===============\n                  W.P.(C).No.30966 of 2008 - J\n                ===============================\n             Dated this the 21st day of October, 2008.\n\n                           J U D G M E N T\n<\/pre>\n<p>      Petitioner is the registered owner of a Mini Lorry bearing<\/p>\n<p>registration No. KEH 2730, which was seized on the allegation<\/p>\n<p>that it was being used to carry river sand without any valid pass<\/p>\n<p>or document. Second respondent had prepared seizure mahazar<\/p>\n<p>and report in this behalf and it has been forwarded to the first<\/p>\n<p>respondent, District Collector. First respondent is to pass final<\/p>\n<p>orders in terms of the provisions of the Kerala Protection of River<\/p>\n<p>Banks and Regulation of Removal of Sand Act, 2001, and the<\/p>\n<p>Rules framed thereunder. Petitioner&#8217;s vehicle is now kept in the<\/p>\n<p>premises of Kuttippuram Police Station, Malappuram District.<\/p>\n<p>Petitioner has sought for the release of the vehicle forthwith.<\/p>\n<p>      2.
