(C) Nos.926-927 of 2009\n\n\n                                     O R D E R\n<\/pre>\n<p>           Leave granted.\n<\/p>\n<p>           Heard learned counsel for the parties.\n<\/p>\n<p>           The State Consumer Disputes Redressal commission, Delhi [for short,<br \/>\n&#8220;State Commission&#8221;] summarily dismissed two complainants filed by the respondent<br \/>\nby separate orders without even issuing notices to the respondent before it (appellant<br \/>\nherein).   By the impugned orders, the National Consumer Disputes Redressal<br \/>\nCommission [for short, the Commission&#8217;] allowed the appeals on merits and directed<br \/>\nthe appellant to pay the specified amount to the respondent. In our view, when the<br \/>\ncomplaints were summarily dismissed by the State Commission without even issuing<br \/>\nnotice to the respondent before it and the National Commission was of the view that<br \/>\nthe dismissal was not justified, then it should have remanded the matter to the State<br \/>\nCommission for deciding the matter on merits.\n<\/p>\n<p>                                                                                 &#8230;2\/-\n<\/p>\n<p><span class=\"hidden_text\">                                         -2-<\/span><\/p>\n<p>           Accordingly, the appeals are allowed, impugned orders are set aside and<br \/>\nthe matters are remitted to the State Commission to decide the complaints on merits<br \/>\nin accordances with law after giving opportunity of hearing to the parties.\n<\/p>\n<p>           Let hearing of the complaints by the State Commission be expedited.\n<\/p>\n<p>                                                                        &#8230;&#8230;&#8230;&#8230;&#8230;&#8230;&#8230;.J.\n<\/p>\n<p>                                               [B.N.
