RAMACHANDRAN NAIR, J.\n              ---------------------------------------\n                  W.P.(C) No.17380 OF 2009\n              ---------------------------------------\n          Dated this the 4th day of December, 2009.\n\n\n                        J U D G M E N T\n<\/pre>\n<p>     The petitioner herein is the Kerala Federation of the Blind<\/p>\n<p>represented by its General Secretary. The Association represents<\/p>\n<p>visually impaired people.\n<\/p>\n<p>     2. The main complaint raised in the writ petition is that the<\/p>\n<p>reservation as applicable to the visually impaired is not being<\/p>\n<p>followed resulting in hardship to them. It is pointed out in the<\/p>\n<p>writ petition that Exhibits P2 and P3 are in violation of the<\/p>\n<p>Government letter Exhibit P1.\n<\/p>\n<p>     3. In the statement filed on behalf of the 1st respondent as<\/p>\n<p>directed by this Court, it is explained that 3% reservation for<\/p>\n<p>physically challenged candidates for admission to degree and P.G.<\/p>\n<p>courses was incorporated in the community based reservation as<\/p>\n<p>per Annexure-A Government Order. But, this Government Order<\/p>\n<p>was cancelled and fresh Government Order was issued as per<\/p>\n<p>Annexure-B. In the said Government Order, it is specially stated<\/p>\n<p><span class=\"hidden_text\">W.P.(C) No.17380\/2009              2<\/span><\/p>\n<p>that 3% of the total seats will be set apart exclusively for<\/p>\n<p>physically handicapped students.       The remaining seats will be<\/p>\n<p>considered as single unit for providing reservation mentioned in<\/p>\n<p>the Government Order.          The said Government Order was<\/p>\n<p>communicated to the concerned Universities for implementation.<\/p>\n<p>       4. Learned Standing Counsel for the University submitted<\/p>\n<p>that the Government Order will have to be implemented by the<\/p>\n<p>authorities of the College.\n<\/p>\n<p>        In the light of Annexure-B order, the main grievance raised<\/p>\n<p>by the petitioner in the writ petition has been redressed.<\/p>\n<p>Therefore, this writ petition is closed with liberty to move again if<\/p>\n<p>required.\n<\/p>\n<p>                                   T.R.
