M. SAHAI)<\/a><\/p>\n<p>1.\t\tWe<br \/>\nhave heard learned Advocate Mr. S.P.Majmudar, learned advocate Mr.<br \/>\nB.B.Gogia appearing for the appellants\/petitioners and Mr.Kamal<br \/>\nB.Trivedi, learned Advocate General assisted by learned Assistant<br \/>\nGovernment Ms. Sangeeta Vishen.\n<\/p>\n<p>2.\t\tAffidavit-in-reply<br \/>\nhas been filed. Learned Assistant Government Pleader Ms. Sangeeta<br \/>\nVishen shall file a chart which will give district-wise cadre<br \/>\nstrength of constables, head constables and Assistant Sub Inspectors.<br \/>\nAnother chart shall be filed giving region-wise cadre of constables,<br \/>\nhead constables and Assistant Sub Inspectors in each region and how<br \/>\nthe seniority has been fixed if there are two or more districts in a<br \/>\nregion. It shall be further explained in the affidavit that when in<br \/>\n1997, in pursuance of the Government Resolution passed on 21st July,<br \/>\n1997, Annexure &#8220;R&#8221; to the affidavit-in-reply at page 321,<br \/>\nhow district-wise seniority and regional seniority are being<br \/>\nmaintained and what was the manner and mode prescribed by the<br \/>\nGovernment in this regard shall also be brought on record. Whether<br \/>\nthere was any merger in the seniority list and if there was no<br \/>\nmerger, why two separate seniorities were going on shall be<br \/>\nexplained. If there was a merger of seniority list of district cadre<br \/>\nof a region, then what was the criteria adopted by the State<br \/>\nGovernment for the merger of seniority list shall also be brought on<br \/>\nrecord.\n<\/p>\n<p>3.\t\tLearned<br \/>\ncounsel for the appellants has urged that for redressing the<br \/>\ngrievances of the appellants, the State Government should come out<br \/>\nwith some fair proposal which may redress the grievances of the<br \/>\nappellants because cadre of constables is a large cadre and there<br \/>\nshould not be any stagnation in the cadre of constables. Learned<br \/>\nAdvocate General has very fairly stated that he would take up the<br \/>\nmatter with the State Government and shall find out as to whether the<br \/>\ngrievances of the appellants could be redressed in any manner. For<br \/>\nthis purpose, he prays for and is allowed two months&#8217; time. List this<br \/>\nmatter on  1st July, 2011.
