{"id":39576,"date":"2007-08-24T00:00:00","date_gmt":"2007-08-23T18:30:00","guid":{"rendered":"https:\/\/www.legalindia.com\/judgments\/regarding-non-implementation-of-agreement-on-absorbance-of-on-24-august-2007"},"modified":"2017-07-30T21:58:51","modified_gmt":"2017-07-30T16:28:51","slug":"regarding-non-implementation-of-agreement-on-absorbance-of-on-24-august-2007","status":"publish","type":"post","link":"https:\/\/www.legalindia.com\/judgments\/regarding-non-implementation-of-agreement-on-absorbance-of-on-24-august-2007","title":{"rendered":"Regarding Non-Implementation Of Agreement On Absorbance Of &#8230; on 24 August, 2007"},"content":{"rendered":"<div class=\"docsource_main\">Lok Sabha Debates<\/div>\n<div class=\"doc_title\">Regarding Non-Implementation Of Agreement On Absorbance Of &#8230; on 24 August, 2007<\/div>\n<\/p>\n<pre><\/pre>\n<p>                                          &gt; <\/p>\n<p><a class=\"marker_ref\" href=\"\/search\/?formInput=Title\">Title<\/a>:  Regarding non-implementation of agreement on absorbance of land-looser in Mejia Thermal Power Station in West Bengal.   <\/p>\n<p><a class=\"marker_ref\" href=\"\/search\/?formInput=SHRI%20SUNIL%20KHAN%20\">SHRI SUNIL KHAN <\/a>(<a class=\"marker_ref\" href=\"\/search\/?formInput=DURGAPUR\">DURGAPUR<\/a>): Thank you Sir.\u00a0 It is very unfortunate that I have been giving notices for the last three days and this evening I have got this chance to speak.\u00a0 I dropped the notice at about 0830 hours, but did not get a chance.\u00a0 I do not know, this way how a Member can raise the matter in the House.\n<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Sir, the fact is that an agreement was signed between the DVC and the Government of West Bengal when MTPS, Mejia Thermal Power Station, acquired the land in my district Bankura in West Bengal in the year 1987.\u00a0 It was decided that three units will be launched.\u00a0 At that time, the agreement was that 520 land losers, who have lost 80 per cent of their land, will get the chance.[r89]\u00a0   <\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Three units have already been commissioned; four units have already been commissioned.\u00a0Fifth and sixth units are going to be commissioned.\u00a0 In spite of that, out of 520 land-losers, still 240 land losers have not got the chance to get jobs there.\u00a0 So, there is failure of agreement on the part of the DVC&#8217;s Mejia Thermal Power Station.\u00a0So, I would like to again request.\u00a0It is because I have already raised this issue not only in the 14th Lok Sabha but also in the 12th and 13th Lok Sabhas.\u00a0 So, I would again remind.\u00a0The Power Minister is not here.\u00a0I would convey my message to him through the Parliamentary Affairs Minister that the power sector, the DVC, is not recognising the agreement of the State of West Bengal.\u00a0 In between the State Government and the Central Government, they have already an agreement.\u00a0 But still 240 land losers are not getting chances.\u00a0\u00a0 They have lost their lands.\u00a0\n<\/p>\n<p>It is not only that.\u00a0 There is perennial nature of work; some contractors are there.\u00a0\u00a0 What I would request to the Management is that when you give the work to the contractors, please tell the contractors \u2013 there is a list of land-losers in the MTPS,\u00a0 in the BDO office, and also in the DM office \u2013 to see the land-losers first, and then the members will get a chance there; not from outside.\u00a0 It is not happening there.\u00a0\n<\/p>\n<p>I would again like to convey my message through our Parliamentary Affairs Minister to the Power Minister of the Union Government that he may please see as to how the people will be engaged there.\u00a0 It is because at that time there were only three units.\u00a0 Now sixth unit is going to be commissioned \u2013there are seventh and eights units also \u2013 in the Month of July.\u00a0 The Minister was present there at the time of laying of the foundation stone.\u00a0 I was also present.\u00a0 A reminder was given to the Power Minister.\u00a0 Still it is not happening.\u00a0 So, I would again request to the hon.
