Justice P.N.RAVINDRAN\n\n Dated :25\/08\/2008\n\n O R D E R\n                              P.N.Ravindran, J.\n                        =====================\n                         W.P(C).No.25330 of 2008\n                        =====================\n\n                Dated this the 25th day of August, 2008.\n\n                                JUDGMENT\n<\/pre>\n<p>      The petitioners are Lady Village Extension Officers appointed for a<\/p>\n<p>period of 179 days as per Ext.P1 order of appointment dated 22.2.2008.<\/p>\n<p>The period for which the petitioners were appointed is to end today. In<\/p>\n<p>this Writ Petition, the petitioners seek continuance in service till regular<\/p>\n<p>hands join duty.     It has been the consistent view of this Court that<\/p>\n<p>provisional hands appointed for a period of 179 days, have no right to<\/p>\n<p>continue beyond that period. The regular method of appointment to the<\/p>\n<p>post of Lady Village Extension Officers is by recruitment through the<\/p>\n<p>Kerala Public Service Commission. The petitioners cannot therefore seek<\/p>\n<p>continuance beyond the term for which they were appointed. However,<\/p>\n<p>having regard to the fact that the selection process initiated by the<\/p>\n<p>Kerala Public Service Commission for appointment to the post of Lady<\/p>\n<p>Village Extension Officers is not yet complete and having regard to the<\/p>\n<p>fact that the services of Lady Village Extension Officer are necessary and<\/p>\n<p>no steps have been taken to appoint another set of employees in the<\/p>\n<p>place of the petitioners, I dispose of this Writ Petition with a direction to<\/p>\n<p>the District Collector, Kollam, the second respondent to consider<\/p>\n<p>whether the petitioners can be retained in service till regular hands join<\/p>\n<p><span class=\"hidden_text\">WP(C) 25330\/08                      -: 2 :-<\/span><\/p>\n<p>duty. To enable the second respondent to take a decision in the matter,<\/p>\n<p>the petitioners may within a week from today, submit a representation<\/p>\n<p>before the second respondent seeking continuance in service till regular<\/p>\n<p>hands are recruited by the Kerala Public Service Commission. The second<\/p>\n<p>respondent shall thereupon consider the said representation and pass<\/p>\n<p>orders thereon within another two weeks thereafter.
