November\u00a02011.\u00a0The\u00a0Complainant\u00a0was\u00a0present\u00a0in\u00a0the\u00a0Bhojpur\u00a0studio\u00a0of\u00a0the\u00a0NIC\u00a0<\/p>\n
while\u00a0the\u00a0Respondent\u00a0was\u00a0present\u00a0in\u00a0the\u00a0Arah\u00a0studio.\u00a0We\u00a0had\u00a0heard\u00a0both\u00a0their\u00a0<\/p>\n
submissions\u00a0on\u00a0that\u00a0day.\n<\/p>\n<\/p>\n
3.      In\u00a0his\u00a0applications\u00a0dated\u00a02\u00a0June\u00a0and\u00a018\u00a0August\u00a02010,\u00a0the\u00a0Complainant\u00a0<\/p>\n
had\u00a0sought\u00a0a\u00a0number\u00a0of\u00a0information\u00a0in\u00a0respect\u00a0of\u00a0a\u00a0number\u00a0of\u00a0queries\u00a0including\u00a0<\/p>\n
the\u00a0details\u00a0of\u00a0the\u00a0cheques\u00a0above\u00a0an\u00a0amount\u00a0of\u00a0Rs\u00a05\u00a0lac\u00a0presented\/encashed\u00a0in\u00a0<\/p>\n

\n the \u00a0 Arrah \u00a0 Circle \u00a0 during \u00a0 2009\u00ad10, \u00a0 tour \u00a0 details \u00a0 of \u00a0 the \u00a0 Circle \u00a0 Head \u00a0 during \u00a0 a\u00a0<\/p>\n
specified\u00a0period,\u00a0details\u00a0about\u00a0the\u00a0celebration\u00a0of\u00a0the\u00a0Foundation\u00a0Day\u00a0and\u00a0some\u00a0<\/p>\n
other\u00a0details\u00a0regarding\u00a0the\u00a0deposit\u00a0mobilisation\u00a0in\u00a0this\u00a0Circle.\u00a0When\u00a0he\u00a0did\u00a0not\u00a0<\/p>\n
receive\u00a0any\u00a0response\u00a0from\u00a0the\u00a0CPIO,\u00a0he\u00a0preferred\u00a0an\u00a0appeal\u00a0on\u00a020\u00a0September\u00a0<\/p>\n
2010.\u00a0Later,\u00a0he\u00a0complained\u00a0to\u00a0the\u00a0CIC\u00a0that\u00a0he\u00a0did\u00a0not\u00a0receive\u00a0any\u00a0response\u00a0<\/p>\n
from\u00a0either\u00a0the\u00a0CPIO\u00a0or\u00a0the\u00a0Appellate\u00a0Authority.\n<\/p>\n<\/p>\n
4.      In \u00a0 our \u00a0 orders \u00a0 dated \u00a0 25 \u00a0 October \u00a0 and \u00a0 14 \u00a0 December \u00a0 2010, \u00a0 we \u00a0 had\u00a0<\/p>\n
remanded\u00a0the\u00a0case\u00a0to\u00a0the\u00a0Appellate\u00a0Authority\u00a0with\u00a0a\u00a0direction\u00a0that\u00a0he\u00a0should\u00a0<\/p>\n
enquire\u00a0into\u00a0the\u00a0allegations\u00a0made\u00a0by\u00a0the\u00a0Complainant\u00a0and\u00a0pass\u00a0an\u00a0appropriate\u00a0<\/p>\n
order. \u00a0 We \u00a0 had \u00a0 also \u00a0 directed \u00a0 him \u00a0 to \u00a0 obtain \u00a0 the \u00a0 explanation \u00a0 of \u00a0 the \u00a0 branch\u00a0<\/p>\n
manager\/CPIO\u00a0concerned\u00a0for\u00a0not\u00a0providing\u00a0the\u00a0information\u00a0in\u00a0the\u00a0first\u00a0place.\u00a0Till\u00a0<\/p>\n
date,\u00a0we\u00a0have\u00a0received\u00a0no\u00a0response\u00a0from\u00a0the\u00a0Appellate\u00a0Authority.<\/p>\n
5.      This\u00a0is\u00a0a\u00a0serious\u00a0matter.\u00a0The\u00a0Respondent,\u00a0however,\u00a0submitted\u00a0that\u00a0the\u00a0<\/p>\n
desired\u00a0information\u00a0in\u00a0response\u00a0to\u00a0the\u00a0RTI\u00a0applications\u00a0had\u00a0been\u00a0sent\u00a0in\u00a0time.\u00a0<\/p>\n
But\u00a0the\u00a0Complainant\u00a0categorically\u00a0denied\u00a0having\u00a0received\u00a0any\u00a0such\u00a0information.\u00a0<\/p>\n
Whatever\u00a0information\u00a0is\u00a0materially\u00a0available\u00a0must\u00a0be\u00a0provided.\u00a0Since\u00a0we\u00a0do\u00a0not\u00a0<\/p>\n
have \u00a0 the \u00a0 copy \u00a0 of \u00a0 any \u00a0 reply \u00a0 or \u00a0 communication \u00a0 sent \u00a0 by \u00a0 the \u00a0 bank \u00a0 to \u00a0 the\u00a0<\/p>\n
complainant\u00a0in\u00a0response\u00a0to\u00a0his\u00a0RTI\u00a0request,\u00a0we\u00a0are\u00a0not\u00a0sure\u00a0if\u00a0all\u00a0the\u00a0available\u00a0<\/p>\n
information\u00a0has\u00a0indeed\u00a0been\u00a0disclosed.\u00a0In\u00a0 any\u00a0case,\u00a0since\u00a0the\u00a0Complainant\u00a0<\/p>\n
claimed\u00a0not\u00a0to\u00a0have\u00a0received\u00a0any\u00a0response\u00a0from\u00a0the\u00a0bank\u00a0till\u00a0now,\u00a0the\u00a0bank\u00a0<\/p>\n
should \u00a0 send \u00a0 the \u00a0 available \u00a0 information \u00a0 once \u00a0 again \u00a0 with \u00a0 a \u00a0 copy \u00a0 to \u00a0 the \u00a0 CIC.\u00a0<\/p>\n
Besides,\u00a0a\u00a0copy\u00a0of\u00a0the\u00a0order\u00a0of\u00a0the\u00a0Appellate\u00a0Authority\u00a0in\u00a0compliance\u00a0of\u00a0the\u00a0<\/p>\n
orders\u00a0of\u00a0the\u00a0CIC\u00a0as\u00a0stated\u00a0above\u00a0should\u00a0also\u00a0be\u00a0sent\u00a0both\u00a0to\u00a0the\u00a0Complainant\u00a0<\/p>\n
and\u00a0the\u00a0CIC.\u00a0We\u00a0direct\u00a0the\u00a0CPIO\u00a0to\u00a0do\u00a0so\u00a0within\u00a010\u00a0working\u00a0days\u00a0of\u00a0receiving\u00a0<\/p>\n
