Justice KURIAN JOSEPH\n\n Dated :25\/01\/2008\n\n O R D E R\n                        KURIAN JOSEPH, J.\n           ----------------------------------------------\n             Writ Petition(Civil) No.31781 of 2004\n           ----------------------------------------------\n                   Dated 25th January, 2008.\n\n                           J U D G M E N T\n<\/pre>\n<p>           Petitioner    approached        this   court     with     certain<\/p>\n<p>grievances regarding Ext.P3 order passed by the4th respondent,<\/p>\n<p>in the matter of vending of meat. When the writ petition came<\/p>\n<p>up for admission, this court passed the following order on<\/p>\n<p>29.10.2004:-\n<\/p>\n<blockquote><p>                       &#8220;Notice.     Petitioner submits    that   he   is not<br \/>\n          slaughtering animals in the area indicated in Ext.P3 order of the<br \/>\n          4th respondent.      However, he apprehends that the first<br \/>\n          respondent may interfere with his business on the basis of Ext.P3<br \/>\n          order. It is made clear that in case the petitioner is not engaged<br \/>\n          in slaughtering of animals in the area, his business in vending<br \/>\n          meat shall not be interfered with on the only ground of Ext.P3.&#8221;\n<\/p><\/blockquote>\n<p>That order was subsequently clarified by order dated 3.2.2005 as<\/p>\n<p>follows :-\n<\/p>\n<blockquote><p>          &#8220;The Panchayat seeks time to file counter affidavit.
