Justice ANTONY DOMINIC\n\n Dated :23\/07\/2010\n\n O R D E R\n                      ANTONY DOMINIC, J.\n                    ================\n                W.P.(C) NO. 23078 OF 2010 (H)\n                =====================\n\n             Dated this the 23rd day of July, 2010\n\n                         J U D G M E N T\n<\/pre>\n<p>      Petitioner&#8217;s grievance is regarding his exclusion from<\/p>\n<p>Ext.P2 select list for promotion to the post of Circle Inspector of<\/p>\n<p>Police. According to the petitioner, inspite of the fact that there<\/p>\n<p>is no disciplinary action pending against him, he has been<\/p>\n<p>wrongly excluded from the select list. It is seen that complaining<\/p>\n<p>of this, he has already filed Ext.P3 representation before the 2nd<\/p>\n<p>respondent.\n<\/p>\n<p>      2.    Now that the 2nd respondent is seized of the issue, it is<\/p>\n<p>only appropriate that the 2nd respondent should expeditiously<\/p>\n<p>consider the grievance of the petitioner and pass appropriate<\/p>\n<p>orders on Ext.P3, including the request for the convening of ad<\/p>\n<p>hoc DPC. While considering the representation, the principle<\/p>\n<p>laid down by the Apex Court in <a href=\"\/doc\/1010619\/\">Union of India v.<\/p>\n<p>K.V.Jankiraman (AIR<\/a> 1991 SC 2010), shall also be adverted to.<\/p>\n<p>      3.
