Justice ANTONY DOMINIC\n\n Dated :03\/11\/2009\n\n O R D E R\n                        ANTONY DOMINIC, J.\n               --------------------------------------------------\n                  W.P.(C) NO.31147 OF 2009 (K)\n               --------------------------------------------------\n           Dated this the 3rd day of November, 2009\n\n                            J U D G M E N T\n<\/pre>\n<p>      Petitioners submit that they were appointed as Junior Health<\/p>\n<p>Inspector Grd-II in the Department of Health and subsequently got<\/p>\n<p>appointed as Health Inspector Grd.II in the Municipal Common<\/p>\n<p>service. It is also stated that subsequently, both of them have been<\/p>\n<p>promoted as Health Inspector Grd.I. First Petitioner is now working<\/p>\n<p>at Kannur Municipality and the 2nd petitioner is now working at<\/p>\n<p>Kanhangad Municipality.\n<\/p>\n<p>      2.    According to the         petitioners initially on joining the<\/p>\n<p>Municipal Common Service, their pay was protected,                but was<\/p>\n<p>refixed later at the minimum of the scale. Complaining of this first<\/p>\n<p>petitioner has filed Ext.P6 and the second petitioner has filed<\/p>\n<p>Ext.P10. It is stated that these representations are now pending<\/p>\n<p>before the 4th respondent. In this writ petition petitioners seek a<\/p>\n<p>direction    to the 4th respondent to consider and pass orders on<\/p>\n<p>Exts.P6 and P10.\n<\/p>\n<p>WPC.No.31147 \/09<br \/>\n<span class=\"hidden_text\">                                  :2 :<\/span><\/p>\n<p>      3.
